Manager Supply Management The Manager, Supply Management, is accountable for providing strategic leadership over the district's procurement function and vendor management, including purchasing, contract management, and managing furniture and equipment/startup needs of new schools. The position is responsible for ensuring the ethical, transparent, and fiscally responsible stewardship of public funds through the acquisition of goods and services that support district operations and priorities. The Manager, Supply Management, leads procurement activities that achieve best value while establishing a procurement framework that ensures compliance with applicable legislation, trade agreements, policies, and public-sector procurement principles.

The position fosters strong collaborative relationships with school administrators, district leaders, and external partners to ensure procurement strategies and sourcing decisions effectively support operational and educational requirements. The position ensures risk mitigation and sound governance practices are embedded throughout the procurement cycle, including contract administration, supplier performance management, inventory stewardship and asset disposition.

Specific Accountabilities Provides strategic leadership and oversight over the district's procurement, contract management, inventory, purchasing card, cell phone program and asset disposition functions, ensuring the ethical, transparent, and fiscally responsible stewardship of public funds

Develops, implements, and maintains administrative procedures, procurement frameworks that include industry standards and best practices; leads competitive procurement processes and evaluations and ensures compliance with applicable legislation, trade agreements, district requirements, and public-sector procurement principles

Collaborates with schools, departments, and subject matter experts to develop procurement specifications,



evaluation criteria, and sourcing strategies that support operational requirements, service delivery objectives, and value-for-money

Leads complex contract negotiations and oversees contract administration throughout the procurement lifecycle, including planning, sourcing, implementation, renewal, performance monitoring, and contract closeout. Develops and maintains strategic supplier relationships that support service excellence, innovation, risk mitigation, and long-term value

Directs the procurement strategy, planning, budgeting, acquisition, and deployment of furniture and equipment (F&E;), instructional resources, and technology required for new school openings, school additions, modernization projects, and modular classrooms, ensuring school readiness through the timely provision of required resources and equipment

Manages emergency procurement requirements and supports business resumption activities by establishing procurement strategies, supplier arrangements, and resource acquisition processes that ensure continuity of operations during emergency or unforeseen events

Oversees inventory stewardship and surplus asset disposition activities, including inventory planning, standardization, replenishment strategies, monitoring, and disposal practices that support operational requirements, sustainability objectives, and responsible stewardship of district resources

Administers the supply management department budget and is accountable for the prudent commitment of district funds,



ensuring procurement decisions achieve optimal value

Leads, and develops a high-performing team through mentoring and performance management. Fosters a culture of accountability, collaboration, innovation, and continuous improvement

Establishes and maintains collaborative relationships with internal and external shareholders, including educational partners, government agencies, industry organizations, suppliers, and cooperative purchasing groups. Represents the district in strategic procurement initiatives, including the Calgary and Area Public Purchasing Group (PPG), and participates in qualified supply management networks to advance best practices, strategic partnerships, and procurement excellence Qualifications

Post-secondary education in Business Management, Supply Chain Management, or other related field

Preference for a degree and specialization in supply chain or logistics

Six (6) to nine (9) plus years leadership experience in supply chain management

Preference for public sector or large enterprise experience

Supply Chain Management Professional (SCMP) designation or certification from the Universal Public Procurement Certification Council (UPPCC)

Expert knowledge of public purchasing policies and processes, tender contract laws, including agreements affecting provincial, national and international trade

Knowledge of contract law and governmental purchasing regulations

Excellent communication, interpersonal skills, relationship building, negotiating capabilities and strong customer service focus

Ability to manger multiple priorities on budget and on time in a fast-paced environment with many variables and unknowns (vendor issues, market conditions, change in technology, lead times, delayed decisions, budgets, timing) All interested applicants must apply through www.cssd.ab.ca/careers
