Transdev Canada is looking for a Rail Operations Safety Specialist!
Key Responsibilities The Rail Operations Safety Specialist is responsible for the following duties:
- Support the design and implementation of the Rail Safety Management System (RSMS) and the associated safety-critical processes of the Integrated Management System (IMS) for the works period of the HuLRT system.
- Review and evaluate the mitigations proposed to be transferred to the O&M; organization, assessing the residual risks and determining their acceptability based on the existing Safety Management Plan and the Risk
- Management Policy. Treat and accept the mitigations, SRACs and Operational Restrictions throughout the Works Period and the final transfer to the O&M; as the future Duty Holder.
- Support the change management process in line with the Canadian Method for Risk Evaluation and Assessment for railway systems (CMREA).
- Support the operational readiness activities of the light rail system including the design, implementation, and oversight of the HSQE activities during the works period and the testing and commissioning.
- Support the transition to O&M; by providing ongoing safety guidance and oversight during the revenue service demonstration (trial operations).
- Support the design and implementation of the Emergency Response Plan (ERP).
- Carry out inspections and audits of the rail system, including workplaces, systems, and processes.
- Carry out rail safety investigations, focusing on root cause analysis and human factors.
- Support the design and oversee the implementation of corrective or improvement plans arising from inspections, audits, investigations, and other processes. Manage the relevant corporate databases.
- Monitor safety performance metrics, analyze trends,
and report findings to management, proposing improvement initiatives.
- Develop and deliver safety training programs for operational staff, contractors, and other stakeholders on relevant safety procedures, rules, and regulations.
- Ensure that health and safety regulations and rail international best practice are adhered to in all project activities.
- Participate in safety committees and meetings, providing expert advice and guidance on safety-related matters.
- Promote a "Just Culture" within the operations and maintenance team, encouraging the reporting of safety concerns without fear of reprisal.
- Perform other duties as assigned by the HSQE Director.
Skills & Experience
- Post-secondary education in Engineering, Safety Management, or a technical discipline related to rail systems (a Diploma in Safety is an asset).
- Demonstrated knowledge of safety management systems
- Demonstrated technical knowledge of railway systems (operations and maintenance standards, procedures, and best practices)
- Demonstrated knowledge of human factors and human behaviour/reliability.
- Demonstrated knowledge of operational readiness (including testing and commissioning) of passenger railway systems.
- Demonstrated knowledge of and skill using IT tools such as Office, Maximo, and cloud-based apps.
