A rural municipality in Saskatchewan is seeking a knowledgeable and community-minded Municipal Administrator to lead its administrative and financial operations and support Council in providing effective municipal services.
The Position
Reporting to Council, the Administrator is responsible for the overall administration of the municipality in accordance with provincial legislation, municipal bylaws, policies and Council direction.
Key responsibilities include
- Advising Council on legislative, financial and administrative matters
- Preparing Council meeting agendas, minutes, bylaws, resolutions and correspondence
- Maintaining municipal bylaws, records, agreements and other official documents
- Managing the municipality’s financial operations, including budgeting, taxation, accounts payable and receivable, payroll and financial reporting
- Preparing information required for the annual audit and provincial reporting
- Implementing Council decisions and ensuring statutory deadlines are met
- Overseeing municipal employees, contractors and day-to-day office operations
- Responding to ratepayer inquiries and maintaining positive relationships with residents, government agencies and community partners
- Supporting elections, assessment and taxation processes, public notices and other legislated municipal requirements
Qualifications The successful candidate will have:
- The ability to get or currently have a valid or eligible Rural Class “C” Certificate, or a higher certificate, issued through the Rural Municipal Administrators’ Association of Saskatchewan
- Experience in municipal administration, finance, accounting or public-sector management
- Knowledge of Saskatchewan municipal legislation and governance
- Strong organizational, financial, communication and problem-solving skills
- Proficiency with accounting software and Microsoft Office
- The ability to work independently, manage competing priorities and maintain confidentiality
Equivalent combinations of education and experience may be considered, subject to Saskatchewan’s municipal administrator qualification requirements. Pay: $33.65-$40.18 per hour
