About the Project: The Eglinton Crosstown West Extension will bring the Eglinton Crosstown LRT another 9.2 kilometers farther west, creating a continuous rapid transit line from the east end of Toronto into Mississauga. The Stations, Rail, and Systems (SRS) package encompasses the design, construction, integration, and commissioning of key project components.

Position Overview: The S&TC; Work Package Manager is responsible for the end-to-end delivery of signaling and train control systems within railway or LRT projects. This includes managing all phases from design and procurement through installation, testing & commissioning, and final system acceptance. The role ensures safe, reliable, and compliant signaling system integration within the overall railway infrastructure.

Key Responsibilities: Work Package Management

Lead and manage the Signaling & Train Control Systems (S&TC;) work package throughout the full project lifecycle: System design

Procurement and manufacturing

Installation and integration

Testing & commissioning (T&C;)

Trial running and service demonstration

Ensure delivery meets schedule, budget, quality, and safety requirements.

Technical

Leadership

Supervise and coordinate signaling design teams and system engineers.

Ensure compliance with: Railway signaling standards (e.g., EN, AREMA, IEEE)

Functional safety requirements (e.g., SIL levels, CENELEC standards EN 50126/8/9)

Review and validate technical documentation, system architecture, and design solutions. Supplier & Contractor Management

Manage signaling system suppliers and subcontractors.

Monitor supplier performance, deliverables, and contractual compliance.

Review and approve design submissions, test procedures, and system documentation. Interface & Integration Management

Coordinate interfaces with: Civil and track systems





Rolling stock

Communications systems (COMMS)

Power systems (OCS/TPSS)

Ensure seamless integration of signaling systems within the overall railway system. Installation & Site Supervision

Oversee signaling installation activities including: Trackside equipment (signals, balises, axle counters, interlockings)

Control centers and wayside equipment

Ensure compliance with safety, quality, and installation standards. Testing & Commissioning

Supervise and participate in: Factory Acceptance Tests (FAT)

Site Acceptance Tests (SAT)

Integration testing and system validation

Ensure compliance with safety certification and operational requirements.

Support trial running, dynamic testing, and system commissioning. Safety & Certification

Ensure adherence to railway safety and signaling certification requirements.

Support preparation and submission of safety cases and approvals.

Work with independent safety assessors (ISA) and regulatory bodies.

Stakeholder

Coordination

Act as the main interface with: Client representatives (e.g., transit authorities)

Consultants and engineering partners

Regulatory and safety bodies

Provide clear communication on progress, risks, and technical matters. Reporting & Documentation

Prepare and maintain: Project schedules and progress updates

Monthly reports

Risk and issue logs

Certification and handover documentation





Manage configuration control and documentation throughout the lifecycle.

Qualifications: Education

Bachelor’s degree in electrical engineering or related field (Master’s is an asset).

Professional

Experience

7–10 years of experience in railway electrification systems (OCS and TPSS).

Proven experience in railway, metro, or LRT infrastructure projects.

Minimum 3–5 years in a project management or leadership role.

Technical

Expertise

Strong knowledge of: Overhead Catenary Systems (OCS) design and installation

Traction Power Systems (TPSS), including substations, transformers, rectifiers, switchgear

Familiarity with: Power supply and distribution systems

SCADA integration

Earthing and bonding systems

EMC/EMI considerations Skills & Competencies

Robust leadership and team management abilities

Excellent coordination and interface management skills

Strong analytical and problem-solving capabilities

Effective communication and stakeholder engagement skills

Ability to manage complex, multidisciplinary infrastructure projects Certifications (Preferred)

PMP (Project Management Professional) or equivalent

Professional Engineer (P.Eng.) designation (or eligibility)
