Project Description: Clinical Ancillary Services (CAS) is a digital enablement team within Fraser Health supporting over 150 clinical systems across 40+ acute clinical departments. CAS partners closely with clinical programs, infrastructure and technical teams and external vendors to ensure the reliability, availability, and modernization of critical clinical systems that support patient care and operational workflows. CAS is seeking a highly skilled Technical Project Lead to represent the Clinical Ancillary Services portfolio and associated applications, supporting the planning, coordination, and successful execution of a large-scale data centre migration initiative. The CAS Technical Project Lead will work closely with CAS leadership, applications owners, infrastructure and technical teams, external vendors and the broader FHA Data Centre Migration project team to support migration planning, application assessments, risk identification, testing coordination, cutover planning, and post-migration stabilization activities for in-scope CAS applications and servers. Key responsibilities include stakeholder engagement, migration readiness assessments, application and infrastructure dependency analysis, project planning and coordination, issue and risk management, vendor coordination, testing oversight, cutover execution support, and transition-to-operations activities for Clinical Ancillary systems within FHA’s healthcare workplace.Services Required: FHA is seeking one Technical Project Lead to represent the Clinical Ancillary Services (CAS) portfolio and associated clinical applications in support of a large-scale data centre migration initiative. The Technical Project Lead will be responsible for coordinating planning, application readiness assessments, technical and operational dependencies, testing activities, cutover planning, and migration execution to ensure the successful transition of in-scope critical clinical systems within the CAS portfolio.Data Centre Migration Planning & Execution
Serve as the primary CAS representative for a portfolio of clinical ancillary applications participating in the data centre migration programCoordinate application migration planning activities, including readiness assessments, inventory validation, dependency mapping, and migration sequencingCoordinate application testing activities to validate application readiness before and after migration eventsMonitor migration progress, issues and risks, and support mitigation activities,



escalating concerns as requiredFacilitate working sessions with infrastructure, network, security, application support teams, vendors, and clinical stakeholders to ensure alignment and readiness across all migration workstreamsSupport post-migration validation and transition-to-operations activities to ensure continuity of service and operational stabilityBusiness Analysis & Discovery
Lead and facilitate structured discovery activities with operational and technical stakeholdersSupport application assessment and rationalization activities to inform future-state planningDevelop high-quality artifacts, as required, such as process and data flow diagrams, requirements documentation, application and system infrastructure diagramsWorkforce Capability Building & Knowledge Transfer
Support the ongoing development of internal technical capabilities within the CAS teamDesign and deliver regular knowledge-sharing sessions (e.G. lunch and learns) on relevant topics, such as: Cloud fundamentals and key conceptsApplication architectureIntegration specificationsEmerging technologies and best practicesDevelop reusable materials and artifacts to support team learning and adoptionOther Duties
Assume other related duties as necessarySpecific Qualifications or Experience Required
7-10+ years of experience leading or supporting complex technical projects within large enterprise environmentsDemonstrated experience planning and coordinating infrastructure, data centre, application migration or technology transformation initiativesProven experience managing application portfolios through major infrastructure changes, including migration planning, dependency management, testing coordination, cutover planning, and operational readiness activitiesStrong understanding of enterprise architectures, integrations, hosting environments, infrastructure dependencies, and operational support modelsProven ability to identify, assess, and mitigate technical and operational risks associated with infrastructure and application migration initiativesExperience working with cross-functional teams spanning business and technical domainsStrong facilitation, communication,



and stakeholder management skills with the ability to translate complex technical concepts into clear, actionable information for both technical and non-technical audiencesExperience developing project artifacts such as migration plans, dependency maps, readiness assessments, testing strategies, risk registers, and implementation plansPreferred qualifications include
Experience leading or supporting large-scale data centre migrations, infrastructure modernization programs, or cloud transformation initiativesExperience with Microsoft Azure, hybrid hosting environments, or enterprise cloud migration strategiesExperience conducting application inventory, assessment, and rationalization activitiesExperience within a healthcare or other highly regulated environment supporting mission-critical applicationsBusiness Analysis certification (CBAP, CCBA, PMI-PBA) and/or project management certification (PMP, PRINCE2, Agile certifications) considered an assetKey attributes of the successful proponent include
