Manager, Financial Planning

The Manager, Financial Planning is responsible for providing financial leadership for municipal asset management planning and the municipal capital and operating budget process. Responsibilities include funding strategies for capital and other projects from grants, development charges, and reserves, as well as financing through inter‑fund loans or external debentures. The role involves financial leadership for the development, tracking and review of municipal plans; including the Strategic Plan, Development Charge plan, Utility Financial plan, Department and other corporate plans; identifying financial impacts and aligning significant impacts into a consolidated municipal financial planning model.

Compensation & Contract Term

$51.60 to $60.32 per hour (compensation is currently under review). 35 hours a week. Contract term – July 2026 to December 2027, approximately 17 months.

Qualifications

- University degree in accounting, finance or commerce required; Chartered Professional Accountant designation would be considered an asset
- Accredited Asset Manager or Certified Asset Management Professional designations required
- Five or more years of work experience, including financial analysis and modelling; reserve and reserve‑fund accounting; capital asset accounting; utility and development charge long‑term plan and rate studies; deferred revenue and obligatory reserve fund accounting; loan structure and financing calculations; grant review and reporting.
- Knowledge of public sector accounting standards; generally accepted accounting principles; provincial legislation (e.g., Municipal Act, Development Charges Act).





Responsibilities

Budget

- Lead the development of the annual and multi‑year budget and forecasts for operating and capital
- Coordinate the development and delivery of budget training materials, timelines, guidelines and workplan
- Develop budget strategy and performance measures related to the budget process and monitoring
- Technology lead for FMW Budget and Reporting Software
- Develop policies and procedures related to budget, financial sustainability and financial planning

Asset Management

- Provide financial leadership for municipal asset management planning, acting as facilitator of the Asset Management Steering Committee and co‑chair of the Asset Management Team, fostering a culture of asset management within the municipality
- Support the ongoing development, maintenance and implementation of the strategic asset management policy and asset management plan in accordance with Regulation 5885/17, including research and review of municipal data, condition assessments, service risks, lifecycles, and risk assessments
- Establish funding and financing strategies to support the asset management plan
- Integrate asset management into the budget and financial planning process using evidence‑based, defensible, forward‑looking criteria for recommendations
- Keep up‑to‑date and implement all relevant legislation as necessary
- Financial technology lead for CityWide Asset Management Software

Funding Sources

- Oversee municipal requests for grant funding, provide financial review of grant applications, agreements and reporting, and administer annual formula‑based grants
- Oversee the collection and utilization of municipal development charges, including reporting in accordance with provincial legislation and obligatory reserve fund accounting
- Lead for municipal reserves and reserve funds, ensuring accurate accounting and budgeting for funding and utilization and adherence to restrictions

Financing

- Analyze and project existing and future external debentures; monitor municipal and provincial debt limits; execute external debenture issuances; ensure accurate accounting and budgeting for principal and interest payments
- Establish inter‑fund loan strategies to meet cash‑flow requirements of funding sources while maintaining compliance with provincial legislation and municipal policy

Financial Planning





- Prepare multi‑year financial projections, scenario modelling and sensitivity analysis
- Financial lead for the development, tracking and review of long‑term financial plans and municipal plans, consolidating significant financial impacts into the corporate financial planning model
- Prepare reports to Committee of the Whole, council and other stakeholders regarding financial planning

For All Areas of Responsibility

- Establish and update policies and procedures that incorporate lean processes with adequate controls, financial reporting, reconciliation and external audit requirements
- Provide strategy, advice and training to the Director of Finance and Information Technology, management team and other staff, local boards, committees and council through discussion, reports and presentations
- Lead communications and engagement opportunities with the general public
- Primary responsibility for software administration as super‑user of multiple applications, managing users, security, accounts, maintenance of general ledger, report structure and other setups

Supervision

- Demonstrate positive leadership through the supervision of staff, including hiring, directing work assignments, performance management, coaching, career development, absence management, motivating and empowering staff

Other

- Provide support to finance team members, including financial analyst, manager, finance, manager, municipal assets and geomatics, and director, finance and information technology in their absence or as required
- Adhere to high standards of ethical behaviour and demonstrate understanding that personal actions impact the public’s perception of the municipality
- Perform other duties as assigned by the director, finance and information technology or designate

Skills and Abilities

- Advanced computer skills, including accounting/financial software, Microsoft Excel, Word and PowerPoint; Great Plains financial software and Citywide Asset Management software experience would be an asset
- Analytical and problem‑solving skills
- Detail oriented with technical skills in financial analysis and research
- Verbal communication skills, including courtesy, tact, explanation, persuasion, judgment and presentation skills
- Written communication skills, including grammar/spelling skills for proofreading and writing of reports/correspondence
- Leadership, teamwork and supervisory skills
- Interpersonal and customer service skills
- Organizational and time‑management skills
