Role: Business Systems Analyst (BSA) with SAP US Payroll module (BSI Tax Factory)

Location: Toronto, ON - Hybrid (4 Days WFO)

Duration: 6- 12 months

POSITION OVERVIEW

Royal Bank of Canada is seeking an experienced Business Systems Analyst (BSA) to support a critical regulatory compliance initiative focused on automating NYS employment tax compliance processes. Requiring deep expertise in SAP payroll systems, tax compliance, and multi-system integrations.

BUSINESS CONTEXT

- RBC recently settled a NYS employment tax audit related to under-withholding and underreporting of wages for business travelers and trailing compensation.
- This project will automate compliance processes to prevent future audit exposure and ensure accurate tax withholding across multiple data sources and systems.
- KEY RESPONSIBILITIES (as listed below but not limited to)

Requirements Elicitation & Documentation:

- Conduct detailed interviews with Payroll, Global Mobility, Concur, EY, Finance, and
- other stakeholders to gather functional and technical requirements
- Document current-state processes and identify gaps related to:
- o NYS wage withholding for nonresidents and travelers
- o Trailing compensation tax withholding during vesting periods
- o Relocation tracking and management
- o Work from home location capture
- Create detailed requirements specifications for system integrations and process
- automation
- Validate requirements across multiple stakeholder groups for alignment and

SAP Payroll & Tax Expertise:

- Analyze SAP US Payroll module configuration for NYS tax withholding calculations
- Identify configuration gaps and recommend enhancements to support automated
- withholding
- Understand wage types, vesting periods, and tax sourcing logic within SAP
- Collaborate with Solution Architect on SAP update process automation design




- Validate compensation data mapping and transformation rules
- Multi-System Integration Requirements
- Define requirements for Concur → SAP data integration (travel and expense data)
- Program Business Travel) tool data integration (travel and expense data)
- Specify badge swipe location data integration points and validation logic
- Identify data quality requirements and reconciliation procedures across systems
- Define SLAs and turn-around times for data processing (especially critical for yearend close)
- NY State Tax Compliance Understand NYS employment tax requirements and audit findings
- Translate regulatory requirements into system/process requirements
- Work with Payroll to clarify:
- o Trailing compensation sourcing and withholding rules
- o Non-resident wage allocation and reporting
- o Relocation impact on tax withholding
- Ensure requirements documentation is audit-defensible

Location & Travel Data Requirements:

- Define requirements for capturing actual NYS workdays (vs. travel bookings)
- Assess feasibility of alternative data sources (Transit data, IP tracking, mobile
- location)
- Document employee validation and reconciliation workflows
- Define how remote work locations are captured and tracked for tax purposes
- Compensation Integration with EY Tool
- Document detailed compensation data requirements for EY platform transmission:
- o Total wages, individual trailing compensation, MTI, bonus information




- o Data frequency (monthly + ad-hoc/o-cycle)
- o Return data specifications from EY
- Define SFTP transmission specifications and schedules
- Specify data validation and reconciliation rules between RBC and EY
- Document turn-around time requirements for year-end close processing
- Identify data governance and security requirements
- Stakeholder Coordination
- Serve as primary point of contact between IT and business stakeholders (Payroll,
- Global Mobility)
- Facilitate working sessions and requirements validation meetings
- Escalate blockers and ambiguities to Sr. Project Manager and Solution Architect
- Provide regular status updates on requirements clarity and feasibility assessment

REQUIRED QUALIFICATIONS:

- 5+ years as Business Systems Analyst in financial services or similar regulated
- Strong expertise in SAP US Payroll module (BSI Tax Factory) – configuration, data structures, withholding calculations
- Experience with tax compliance systems and processes (preferably including state/local tax)
- Understanding of payroll withholding concepts (wage allocation, sourcing, multistate compliance)
- Experience documenting and validating system integration requirements
- Excellent stakeholder management and communication skills
- Ability to translate regulatory requirements into technical specifications

PREFERRED QUALIFICATIONS:

- NY State employment tax compliance experience (highly valued)
- Experience with Concur Travel & Expense system
- Familiarity with badge/location tracking systems or data sources
- Experience with EY tools or third-party tax/compliance platforms
- Knowledge of compensation integration workflows or deferred compensation
- systems
- Prior experience on regulatory compliance or audit remediation projects
