The Role
As Manager, Strategic Partnerships & Market Development at HCE, you will play a pivotal role in advancing cross-business opportunities that connect our telecom and energy capabilities with the needs of municipalities, institutions, developers, community partners, and public-sector stakeholders. You will help strengthen HCE's position as a trusted community infrastructure partner by leading partnership development, supporting government and policy engagement, and shaping market opportunities that align commercial growth with social, environmental, and community outcomes. Account Management & Cross-Business Integration
Support key account management for strategic enterprise clients and other priority accounts by strengthening executive relationships, identifying cross-business opportunities, and helping coordinate a consistent enterprise-wide approach
Identify and advance opportunities where HCE's Energy and Telecom business lines can work together to pursue shared clients, coordinated initiatives, and integrated infrastructure solutions
Work across internal teams to improve coordination, share market intelligence, and support integrated approaches to strategic opportunities, stakeholder relationships, and customer development
Community Engagement & Outreach
Build and maintain strong relationships with municipalities, community organizations, environmental groups, institutions, and other local stakeholders that influence or support HCE's community infrastructure objectives
Help strengthen HCE's presence in the community through outreach activities, engagement initiatives, and participation in forums and partnerships that align with local priorities
Support sustainability-led engagement by helping shape messages and initiatives tied to decarbonization, climate resilience, environmental stewardship and responsible infrastructure growth
External Prospecting & Government Relations
Prospect and cultivate relationships with government agencies, funding bodies, developers, industry associations, and strategic partners that can expand HCE's reach, improve market access, and support long-term growth
Advance HCE's external engagement and government relations efforts by supporting stakeholder mapping, policy outreach, advocacy priorities, and relationship development with public-sector decision-makers and sector influencers
Monitor relevant regulatory, policy, funding, and market developments, and prepare briefing materials, presentations, and recommendations that support executive decision-making and advance HCE's triple bottom line and community infrastructure objectives
Preferred Experience
8-10+ years of experience in business development, strategic partnerships, government relations, public affairs, utilities, infrastructure,
telecommunications, energy, or related sectors
Experience building relationships with municipal, provincial, or broader public-sector stakeholders
Strong understanding of community infrastructure, sustainability, public policy, and partnership development within regulated or publicly oriented environments
Experience working across multiple business units or functions to advance strategic initiatives in a matrixed organization
Demonstrated success developing partnerships with institutions, community organizations, industry associations, developers, or other strategic stakeholders
Experience supporting market development, stakeholder engagement, or strategic initiatives tied to ESG, resilience, or triple bottom line objectives
Strong written and verbal communication skills, including the ability to prepare briefings, presentations, and stakeholder materials for senior leaders
Qualifications
Excellent relationship-building, facilitation, and stakeholder engagement skills
Strong strategic thinking, sound judgment, and the ability to translate broad priorities into practical actions
Political acuity and the ability to work effectively with internal leaders and external stakeholders across a complex environment
Strong analytical and research skills, including the ability to synthesize policy, market, and stakeholder intelligence into actionable recommendations
Ability to influence without formal authority and build alignment across teams
High level of professionalism, initiative, and independence
