TheManager,Communicationsis responsibleforproviding strategic direction and oversight ofthe planning, creation, and delivery of a variety ofinternal and externalcommunications,including, but not limited to media relations, issues management,crisis communications,advertising,digital content,brand alignment,publiceducation andMayor and Council communications.

$93,838 - $109,778 per annum (compensation is currently under review)
Qualifications
University degreeinPublicRelations, Communications, Journalism,Marketingor related field.
Minimum ofseven(7)yearsprogressiveexperience in a communications role,journalismor public relations; experience working within the broader public sector would be an asset.
Responsibilities
Providesstrategic leadership,support,planning, and management of all communications,engagement,andoverallbusiness prioritiesin alignment with municipal policies and procedures.
Drivespositiveperceptionof the Municipality with the community throughthe development, planning and oversight ofproactive communications and public education campaigns.
Overseescreative design,advertising, video production, photography,and digital content.Ensuresallcommunication materials are developedin accordance withthe branding guidelinesand are reviewed for accuracyandreadability..
Createscommunication plans formajor initiatives orissuesmanagement,
including media monitoring, briefing notes, speech writing and presentation materials.
Monitorsand tracksprogress of assigned communications requirements to ensuredelivery, budgets and timelines aremet,and risks/issues are proactively addressed.
Providesoversight and reviewofmetricsto evaluate effectiveness of communications strategies quarterly andoverseesreportingof metricsto departments.
Identifiesnew trendsin communications and marketing practices; developsnew policies and guidelines for the implementation of new communications and marketing initiatives
Actsas expert resource for leaders and corporate teams in the development, creation, and implementation oftheir communication requirementsthat educate and inform the community.
Attends Council, Committee of the Whole, and– asrequired-Special Council meetings, and prepares strategic briefing materials,including backgrounders, speaking notes, and speeches,demonstratingstrong judgment, political acuity, and advanced communicationsexpertiseto support the Mayor and Council.
Demonstratesan understanding of artificial intelligence (AI) tools and their applications in communications, including content development, citizen engagement, and process optimization.Ensures all AI-assisted content adheres to municipal standards for accuracy, accessibility, privacy, and transparency.Initiatesandmaintainspositive skilled relationships with the media andoverseeall aspects ofmedia relations including placing feature articles in the media, coordinating media relations campaigns and crisis communicationse.g.crisis response and general risk communications.
Demonstratespositive leadership through the supervision of staff,includinghiring, directing/guiding work assignments, performance management, coaching,identifyingand implementing professional development, absence management,motivatingand empowering staff.
Preparesandsubmitsthe annual capital and operating budgets for the Communications Division in consultation with theCAO.
Actsasthe Municipality’s Emergency Information Officer when the EmergencyOperations Centreis activated, and leading and coaching emergency communications for staff and Council, whenrequired.
Adherestohigh standardsof ethicalbehaviouranddemonstratestheirunderstanding thattheirpersonal actionsimpactthe public’sperceptionof the Municipality.
Performsother duties as assigned by theCAOordesignate.
Skills and Abilities
Expert knowledge of strategic communicationsplanning, media relations, public engagement, and crisis communication
Excellent verbal communication skills including courtesy, tact, discretion, explanation, persuasion, interpretation, negotiation,judgmentand presentation skills.
Excellent written communication skills includingflexiblewriting style to meet the varied requirements of the work and medium being used;ability to translate technical and complex information into plain languagefor diverse audiences.
High levelof knowledge andproficiencyinuseof MS Word,PowerPoint, websitemanagement, socialmedia platforms.Experiencein,Adobe Photoshop, Illustrator, HTML, Graphic Design, Webdesignor Print productionis an asset.
Organization and time management skills, includingabilityto meet deadlines and work under pressure.
High degree of professionalism, politicalastutenessand interpersonal skills.

Valid and satisfactory ‘G’driverslicense and access toownvehicle.
