Raise is currently hiring an Indigenous Construction Participation Program Coordinator on behalf of our client. Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
The Indigenous Construction Participation Program (ICPP) Coordinator serves as the Company’s designated representative responsible for delivering the Program’s scope. This includes driving and accompanying ICPP Participants to active construction sites and facilitating meaningful discussions about observed field activities. The ideal candidate will bring a strong blend of communication, administrative, and technical skills, supported by experience in pipeline construction or a related discipline. Where specific expertise may be lacking, the successful candidate will demonstrate a proactive, solution-oriented mindset and a willingness to learn quickly. The ICPP Coordinator will also manage transportation logistics and oversee participant engagement and safety while on site.
Responsibilities
Field Based Responsibilities
Participating in and supporting the planning and general approach and activities to be involved in project-specific ICPP, as required
Supporting the selection process for ICPP Participants
Overseeing ICPP Participants’ activities on site
Scheduling a daily itinerary
Transporting Participants throughout the work site during construction activities
Providing Participants with an understanding of Project scope and updates, and facilitating discussions regarding the implementation of environmental mitigation during the Program, including addressing any questions about construction activities.
Ensuring Participants have appropriate safety training, Personal Protective Equipment (PPE) and have completed onboarding activities prior to beginning work on-site
In addition to communicating with both the Indigenous Programs Team and other personnel, as required, engaging and coordinating with Construction and Environmental personnel on the Project
Ensuring all relevant construction personnel are aware of the ICPP prior to when Participants will be on site
Act as a conduit between Participants and the appropriate departments to raise questions and concerns during construction, including corresponding with Participants’ Communities, as required




Supporting the issues management process by tracking auctioning on any issues raised by Participants and, when appropriate, escalating to management
Exhibit an understanding of cultural sensitivity
Advising Indigenous Programs Team of any issues that arise with respect to ICPP Participants’ attendance, performance, or engagement in the ICPP
(In the event of a chance find during construction), interfacing with the Indigenous Programs Team , IR Engagement Lead, and other personnel to support the implementation of the Cultural Resource Discovery Contingency Plan, including communication to indigenous communities, as required
Supporting ICPP Participants’ program development by discussing and identifying goals and conducting period performance review meetings with Indigenous Programs Team.
Representing the ICPP Program with Indigenous communities as required (i.e., participating in or leading meetings to discuss the Program and general scope)
Administrative Responsibilities
Attend ICPP meetings with participating Communities on behalf of program, to ICPP provide general updates and answer questions
Prepare (either individually or as part of a team) and present a PowerPoint presentation in person to communities
Track Participants daily actuals, submit monthly forecasting invoicing
Submit forecasting
Maintain a Participant schedule for fieldwork
Capture and report on good news stories from Participants in the field, for internal team review and Leadership/Regulatory usage, as required
Capture and report on risks, issues and concerns and be involved in the overall resolution process
Where required, meet with Indigenous Programs and/or relevant Engagement leads to inform, discuss and strategize
Support reporting by providing input to or writing sections of any reports pertaining to ICPP
Track and update key ICPP field tasks in database
Support Participants with any issues pertaining to assets (i.e., issues with iPads, mapping, etc.)
Support Participants with completing daily, weekly reporting
Reviewing reports
Filing reports
Attending regular meetings with Indigenous Programs and other Indigenous Relations teams to provide Program updates
Qualifications
Level 1
Minimum two (2) years of combined applicable academic training and related industry experience.
Well-developed cultural awareness, including training and life experiences.




Excellent verbal and written communication skills
Additional certifications/qualifications may be required based on the project’s ICPP scope.
Natural Resource Sciences Technical Diploma or degree preferred.
Environmental monitoring training (UNBC or equivalent) preferred.
Previous pipeline and environmental inspection experience preferred.
First Aid Level 1 training considered an asset but not required
WHMIS training considered an asset but not required
Willingness to work 6 day on, 1 day off work schedule (10-12 hours per day)
Ability to work in a fast faced-high performance team
Proven team player with the ability to work effectively in cross-functional teams and cross-cultural environments.
Level 2
Minimum five (5) to ten (10) years of combined applicable academic training, certification, and related industry experience; and University degree in Environmental or Social Sciences, or another relevant field, preferred.
Level 3
Meets Sr. Environmental Inspector/Lead Environmental Inspector role qualifications
Please Note:
This field-based position requires the successful candidate to stay in hotel accommodations, rotating between Hinton and Edson, Alberta
This position requires candidates to have and maintain a valid driver’s license and provide a driver’s abstract for review
Safety and fit for work qualifications required to be on site for the project, including a clean drivers abstract and alcohol and drug clearance letter, including Cannabis.
