Clerk C - Landfill Billing

Finance and Administration Division, Water and Waste Department

Position Type: Permanent, Full time

Hours: 8:00 a.m. to 4:00 p.m., Monday to Friday

Salary: $2,175.74 to $2,351.98 bi-weekly, as per the Clerk C Classification within the C.U.P.E. Collective Agreement

Reporting To: Supervisor of Financial Services

Job Profile

Under the supervision of the Supervisor of Financial Services, the Clerk C - Landfill Billing is responsible for billing and accounts receivable related to landfill, small commercial customers, and residential bulky waste pickup for the Solid Waste Services Division. The position also acts as on‑site supervisor for the clerical staff and handles monitoring and training staff, assigning workloads, planning and coordinating vacation schedules, and assisting in the hiring process for clerical staff. Duties include processing payments and journal entries related to solid waste billings, producing various month‑end reports, and performing administrative duties.

Responsibilities

- Manage billing and accounts receivable for the Solid Waste Services Division.
- Process payments, issue receipts, prepare journal entries for landfill, small commercial, and bulky waste collections, and prepare billings for small commercial landfill accounts.
- Prepare and analyze various month‑end reports and reconciliations.
- Process and approve credit applications for landfill customer accounts.
- Follow collection procedures for customers with overdue accounts and insufficient fund payments.
- Communicate with the collection agency for overdue accounts.
- Prepare and monitor the shifts schedule for finance clerical staff at the landfill.
- Supervise clerical staff and manage performance in day‑to‑day tasks.
- Coordinate vacation schedule and coverage.




- Plan and provide on‑the‑job training and recommend training opportunities for staff.
- Assist in the recruitment and selection process for clerical staff.
- Perform other duties consistent with the classification, as assigned.

Education & Qualifications

- Completed High School Grade 12/G.E.D. graduation supplemented with accounting courses and/or a diploma from a recognized school of accountancy or commerce, or an equivalent combination of training and experience.
- Demonstrated knowledge of general accounting practices.
- Excellent computer skills, with demonstrated ability to operate within a Windows‑based environment using Microsoft Word (advanced), Excel, Outlook and other required software.
- Demonstrated ability to type at 40 words per minute (net).
- Demonstrated ability to work with the PeopleSoft Financial and HR Modules.
- Demonstrated ability to supervise employees.
- Demonstrated ability to communicate effectively, both verbally and in writing.
- Demonstrated ability to work effectively under minimal supervision.
- Demonstrated ability to work in an organized manner, set priorities, work efficiently and ensure all deadlines are scheduled and met.
- Ability to handle matters in a confidential, discreet and logical manner.
- General knowledge of the Water and Waste Department's functions and By‑Laws.
- Knowledge of the collective agreements, supplementary agreements and letters of understanding in effect for departmental employees.




- Knowledge of occupational hazards, safety precautions, regulations and procedures applicable to the area of work.
- Demonstrated ability to establish and maintain positive effective working relationships with employees at all levels, external contacts and the public, in accordance with the Respectful Workplace Standard.
- Foreign‑educated applicants must have education comparable to the Canadian minimum qualification and provide an official academic assessment report from a recognized Canadian assessment service.

Additional Information

The Brady Road Resource Management Facility is a remote site with no public transit access. Applicants will be required to complete job‑specific training and undergo testing to determine knowledge, abilities and skills related to the position. Preference may be given to internal applicants.
