Project Controls - Turnaround Cost Controller

Pay Rate: $49/hour, depending on experience

Contract Length: 60 Days

Location: (Taylor) Fort St John, British Columbia

Raise is currently hiring a Project Controls - Turnaround Cost Controller on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client,is one of Canada’s most progressive Midstream companies in Canada

Description
The Turnaround Cost Controller provides critical onsite cost-control support for turnaround operations. In this role, you will maintain an accurate, real-time view of incurred costs, commitments, forecasts, and budget variances.

Serving as the central connection point between field execution, contractors, Finance, Supply Chain, scheduling, and turnaround leadership, you will drive cost visibility and accountability across every phase of the outage.

Role Purpose
Provide onsite cost-control support for the turnaround by maintaining an accurate, current view of:

Costs incurred to date

Committed costs

Forecast cost to complete

Estimate at completion

Budget variances and their causes

The role will serve as the central connection between field execution, contractors, Finance, Supply Chain, scheduling, and turnaround leadership.

Responsibilities

Pre-Execution Setup (Start Date August)

Develop a fit-for-purpose cost-control model by contractor, PO, cost category, and work order where practical.

Establish contractor requirements for daily cost reporting, time-ticket submission, third-party costs, rentals, materials, equipment, and final invoicing.

Confirm when and where each contractor’s cost information will be available.

Load approved budgets, estimates, commitments, rates, and execution forecasts into the tracking model.

Align the schedule and resource plan with the daily cost forecast and expected cash-flow curve.

Establish processes for accruals, missing tickets, change orders, found work, and PO closeout.

Identify cost-reporting gaps before execution begins.

Daily Execution Controls

Collect and reconcile contractor time tickets and daily cost reports.





Confirm all expected tickets have been received and follow up immediately on missing information.

Pre-screen tickets for:

Correct labour rates, hours, overtime and LOA

Headcount compared with security or site-access records

Equipment usage, downtime and standby charges

Rental quantities and duration

Correct PO and work-order coding

Duplicate, unsupported or unreasonable charges

Work directly with contractor project-controls personnel and administrators.

Track third-party commitments, rentals, materials and other costs that may not appear promptly in daily tickets.

Create reasonable accruals for costs incurred but not yet invoiced or ticketed.

Maintain a current change-order and found-work log, including forecast impacts.

Attend daily coordination meetings and maintain regular contact with field coordinators to understand delays, scope changes, equipment issues and emerging costs.

Compare actual field progress and manpower against the schedule and contractor forecasts.

Identify cost risks early enough for the team to take corrective action.

Forecasting and Reporting

Update the daily cost report within approximately 24 hours of cost being incurred.

Maintain the following:

Actual cost to date

Accrued cost

Committed cost

Forecast cost to complete

Estimate at completion

Approved budget

Forecast variance

Explain the reason for material variances, including scope growth, schedule delays, productivity, contractor changes, equipment downtime and third-party costs.

Provide a clear daily cost narrative for turnaround leadership.

Highlight emerging overruns, missing commitments and forecast uncertainty.

Reconcile the onsite forecast with the corporate dashboard and Finance records.

Provide contractor-level summaries showing why a contractor is forecast over or under budget.

Maintain forecast accuracy through startup, demobilization and post-work.

Closeout

Develop forecasts for remaining scaffolding, insulation, rentals,



demobilization and other closing costs.

Confirm final quantities and outstanding commitments before contractors leave site.

Work with Supply Chain and Finance to obtain final invoices and close POs promptly.

Track all open POs, invoices, credits, volume discounts and unresolved change orders.

Complete the final cost reconciliation and variance explanation.

Capture lessons learned and recommend improvements for future outages.

Qualifications

Minimum 5 years’ related experience in Cost Controls with focus on small to medium projects.

Ability to multi-task, work on multiple projects or tasks at once, manage time, organize, and set priorities.

Adaptability and flexibility including ability to manage deadline pressure, ambiguity and change.

Solid computer skills, including Microsoft Office suite with advanced Microsoft Excel skills.

Experience in the use of ERP systems, i.e. SAP, JDE, Oracle.

Organizational, communication and problem-solving skills.

Strong communication skills, confident interacting with stakeholders in verbal, written and electronic form.

Integral knowledge of Project Controls principles, practices and tools.

Preferred

SAP experience.

Turnaround, shutdown or major maintenance project-controls experience

Strong contractor cost-control and field-ticketing experience

Ability to work directly with field supervision and contractor administrators

Understanding of labour rates, overtime, LOA, rentals, equipment and third-party costs

Advanced Excel and cost-model development skills

Strong forecasting, reconciliation and variance-analysis capability

Comfortable working onsite and actively verifying conditions in the field

The key expectation is that this person is visible and proactive onsite - not someone who only consolidates reports after the costs have already occurred.

Education and Certifications

Bachelor’s Degree in Technical or Business function.
