Position Overview
The District of Saanich IT department has several operational projects that require an experienced Technical Business Analyst to translate high level business needs into actionable technical specifications. The core of the projects includes, but is not limited to, supporting operational technology projects for the District’s Engineering department, specifically Public Works and their various operational technologies (e.g. SCADA, Routeware, GIS, etc.).

It is estimated that the grouping of projects will take from 12 to 24 months based on a 35-hour work week with potential extensions based on future project phase approvals.

Key Responsibilities

Education: Undergraduate degree in Administration, Engineering, Computer Science or related field, or equivalent combination of education and experience.





Preference may be given to candidates who hold a recognized Business Analysis certification (e.g. CBAP, PMI-PBA).

Experience: A minimum of 5 years of experience working on IT projects as a Senior Technical Business Analyst. More is preferred.

Candidate Requirements: Ability to work alongside Project Managers to provide Technical Business Analysis services throughout a project lifecycle.

Schedule, plan, and lead requirements-gathering and review sessions, and develop business, functional, and technical requirements documentation.

Model and document key features, specifications, and constraints for technical solutions.

Facilitate requirements and solution design workshops with business areas and technical teams.

Demonstrate a deep technical awareness in data management and analysis, system architecture and integration, and software development life cycle.

Create and maintain standard project artefacts, including project scope, business requirements, process flow diagrams, test plans, communication plans, and operating models.

Work with stakeholders and technical team members to map, analyze, and document current and future-state business processes.

Contribute to program planning and delivery activities.

Assess and recommend process improvements, including business process modelling.

Maintain accurate and current project documentation for assigned initiatives.





Contribute to solution design by identifying data, functional, and non-functional requirements.

Requirements

Establish a structured approach with the Operations team to ensure change control processes are being followed.

Coordinate system testing activities, including defining and supporting test execution (e.g. load, integration, failover testing, etc.) in collaboration with technical and testing teams.

Work collaboratively with clients and vendors/suppliers to develop and implement automated business processes, service level agreements, service management processes, and application maintenance/support requirements.

Ability to liaise with business stakeholders and support teams to plan, support, and execute User Acceptance Testing (UAT).

Excellent communication and group facilitation skills.

Experience working in the public sector.

Asset Management Program systems

SCADA

Distributed cloud initiatives: IaaS, PaaS, SaaS

Proficiency in process modeling (Visio).
