POSITION DETAILS:

The Permitting and Compliance Technician provides administrative co‑ordination and field support for the Conservation Authority's regulatory permitting and compliance program that is administered in accordance with the Conservation Authorities Act and its regulations.

Working within a multidisciplinary team, the incumbent coordinates permit intake, application processing, technical reviews, site inspections, compliance monitoring, customer service, records management, reporting, and departmental coordination. The Technician works collaboratively with Planning, Engineering, Septic, Watershed Science, Finance, municipal partners, consultants, contractors, utilities, and the public to facilitate timely permit review and promote safe and environmentally responsible development within areas regulated by the Conservation Authorities Act.

The position combines office administration, field inspections, customer service,



and project coordination while supporting continuous improvement of the Authority's permitting and compliance program This position reports to the Managing Director, Planning & Approvals.

WHAT YOU OFFER:

University/college graduate in Environmental Science, Geography, Planning, Civil Engineering Technology, Environmental Engineering, Natural Resources Management, Ecology, Water Resources, Police Foundations, Community and Justice Services, Emergency Management, or a related discipline.

Minimum 2 years’ experience in Conservation Authorities Act or municipal permitting, compliance, monitoring, inspections, development reviews, natural resources management, municipal planning, or regulatory enforcement.

Familiarity with legislation, land use planning principles, and natural hazard management.

Knowledge of the development review processes Conservation Authorities Act and its; permitting requirements; Building Code, Planning Act, and Drainage Act.

Knowledge of erosion and sediment control practices, construction methods, grading, stormwater management, and environmental mitigation measures.

Understanding of evidence collection, inspection protocols, and compliance procedures is an asset.

Experience conducting field inspections and preparing reports.

Experience working with landowners, consultants, contractors, and government agencies, is an asset.

Proficiency with Microsoft Office applications.

Experience using GIS applications (ArcGIS), with the ability to interpret engineering drawings, grading plans, surveys, mapping, and technical reports.

Experience using GPS equipment,



and electronic permit management systems.

Comfortable being exposed to construction sites, waterways, wetlands, forests, and varying terrain.

Construction methodologies and environmental mitigation techniques.

Strong technical writing and documentation skills.

Excellent customer service skills including conflict resolution and negotiation skills.

Strong communication and interpersonal abilities.

Excellent organizational and time management skills.

Solid analytical and problem-solving skills.

Sound judgment and decision-making abilities.

Ability to work independently, collaboratively and travel regularly throughout the watershed.

Ability to manage multiple priorities while meeting deadlines.

Professionalism, diplomacy, and attention to detail.

Certified Engineering Technologist (CET), Registered Professional Planner (RPP Candidate), Environmental Professional (EP), or related designation, is an asset.

Provincial Offences Officer designation eligibility is an asset.

First Aid and CPR certification is an asset.

Bilingualism (French and English) both written and oral communication is considered a significant asset.
