Position Overview
The Senior Manager, Policy is responsible for leading complex analytical initiatives, providing strategic insights, and supporting decision-making across the organization. This role involves advanced data analysis, research, forecasting, performance evaluation, and problem-solving activities. The position serves as a subject matter expert, mentors junior team members, and collaborates with leadership to identify opportunities, improve processes, and achieve organizational objectives.
Key Responsibilities
- Lead complex analytical projects and business initiatives.
- Analyze large datasets and synthesize findings into actionable recommendations.
- Develop and maintain reports, dashboards, models, and performance metrics.
- Monitor organizational performance and identify trends, risks, and opportunities.
- Conduct research, forecasting, and scenario analysis to support strategic planning.
- Present findings and recommendations to senior leadership and stakeholders.
- Collaborate with business units to define analytical requirements and objectives.
- Ensure accuracy, integrity, and consistency of data and reporting.
- Support budgeting, planning, policy development, and operational decision-making.
- Mentor and provide guidance to junior analysts and team members.
Stakeholder Engagement
- Serve as a primary policy resource for producers, providing data-informed responses and clear explanations of policy implications.
- Facilitate consultation processes and incorporate producer feedback into policy analysis and design.
- Collaborate with provincial milk board partners, regional and national partners, Canadian Dairy Commission (CDC) and government, including sharing analytical insights when required.
Governance & Compliance
- Prepare high-quality briefing notes, business cases, decision items, and Board materials that include data-backed recommendations.
- Ensure SaskMilk’s policies adhere to legislative and regulatory frameworks.
- Contribute to risk assessments using both qualitative and quantitative approaches.
Internal Collaboration
- Work with quota administration, finance, and communications teams to ensure policies are supported by accurate data and clear analytical logic.
- Develop internal tools or processes to enhance data quality, reporting, and transparency.
- Provide training and guidance to staff on policy interpretation and data findings.
Qualifications
Education & Experience
- Bachelor’s degree in public policy, economics, agriculture, business analytics, statistics, or a related discipline (master’s degree an asset).
- Experience in policy development, regulatory work, or program administration, with demonstrated experience using data analytics to support decision-making.
- Experience in agriculture, supply management, government, or the dairy industry is preferred.

- Strong analytical, critical-thinking, and problem-solving skills.
- High attention to detail, strong organizational skills, and the ability to manage multiple priorities.
- Advanced proficiency in Microsoft Excel and reporting tools.
- Exceptional written communication skills, including the ability to translate complex analytical findings into accessible language.
- Experience developing reports, presentations, and executive summaries.
- Strong stakeholder engagement and diplomacy skills.
- Ability to work independently and influence decision-making.
