The Facilities & Storage Programs (FASP) team is responsible for planning and executing multiple integrity‑driven maintenance projects across the company's Liquids Pipeline system.The Project Manager (PM) leads and executes projects across key programs including API 653 Internal Inspection & Refurbishment, Small Tanks & Pressure Vessels, and CSA Z341 Oil Storage Maintenance.The API 653 Internal Inspection & Refurbishment program represents the largest scope of work;
experience in API 653 tank maintenance is considered an asset.Key Responsibilities
Project Planning & Reporting
Confirm scope with project sponsor (Facilities Integrity) and coordinate change approvalsDevelop cost estimates for budgeting, approvals, scope changes, and opportunitiesCollaborate with FASP team and internal stakeholders to prepare weekly and monthly reportsProject Controls
Partner with Field Cost Analysts and Project Controls Analyst to:Track project performance and update spend profilesFacilitate change orders and approve invoicesAnalyze schedule and cost risksEnsure work orders and purchase orders are tracked and closedCoordinate financial close-out activitiesSupply Chain Management
Ensure Supply Chain support through contract preparation and awardDevelop, issue, and evaluate RFPs;
negotiate and finalize contract termsInitiate material requisitions, review quotes,
and support negotiationsApprove purchase orders and manage change requestsWork closely with Project Engineer to:Confirm material requirementsManage internal and external resources including engineering consultants and contractorsCoordinate outage planning, pre-construction work, progress updates, and deliverablesField Execution
Partner with Construction Coordinator to:Develop and execute daily and weekly plansCreate outage and scheduling plansTrack progress against cost and scheduleReview inspection reports and adjust construction activities as neededCommunicate performance updates to stakeholdersApply lessons learned and evaluate new technologiesProject Quality
Ensure contractor quality plans are approved and adhered toTrack and resolve quality issuesProject Safety
Promote a strong safety culture with a goal of zero incidentsEnsure contractor safety plans are approved prior to executionMonitor contractor compliance and address deficiencies immediatelyKey Relationships
Collaborate with Project Engineer, Construction Coordinator, Project Controls, Safety, and Quality teamsInterface with internal stakeholders including project sponsors, Operations, and EnvironmentManage external vendors, consultants, and contractors to deliver on scope, cost, and scheduleQualifications
7+ years of progressive experience in project management, engineering, or field operationsAPI 653 tank maintenance experience considered an assetStrong ownership mindset and self-motivationAbility to thrive in a rapid‑paced team environmentExcellent communication across in‑person and remote platformsProven ability to anticipate risks and develop mitigation strategiesExperience in Engineering, Construction, and Field OperationsValid driver’s licenseWorking Conditions
Office-based with required field visitsTravel to operating facilities, construction sites, and manufacturer locations (up to 25%)
