The Opportunity With approvals from the Ministry of Long-Term Care and Construction started, people Care is excited to build a new 160-bed LTC home in the heart of Tillsonburg! The brand-new Tillsonburg LTC Home will open in 2026.
We are seeking a dynamic, strategic, and visionary Executive Director to lead our new development in Tillsonburg, Ontario. Reporting to the Vice President, Long-Term Care, the Executive Director will be a catalyst for positive change—driving operational excellence while championing a culture rooted in innovation, engagement, and continuous improvement.
A key priority will be the development of strong community partnerships and the implementation of a robust recruitment strategy to support both the successful opening and long-term sustainability of the home.
RESPONSIBILITIES Home Leadership and Strategic Operations Provide overall leadership and direction for the long-term care home, ensuring effective day-to-day operations across all departments.
Lead the implementation of people Care’s strategic plan at the home level, with a focus on leadership development, resident experience, expansion and growth, operational excellence, and societal impact.
Develop and execute the home’s annual operational plan, including measurable goals, priorities, performance indicators, and improvement initiatives.
Use data, business metrics, resident/family feedback, compliance outcomes, and quality indicators to identify trends, evaluate performance, and drive continuous improvement.
Promote a culture of accountability, collaboration, innovation, and solution-focused leadership across the home.
Ensure resources are aligned to resident needs, operational priorities, legislative requirements, and organizational goals.
Resident and Family Experience Champion a resident-centred approach that supports dignity, choice, safety, comfort, quality of life, and life-enriching experiences.
Ensure residents receive care and services that meet their assessed needs and comply with the Fixing Long-Term Care Act, Ontario Regulation 246/22, Ministry of Long-Term Care requirements, and people Care standards.
Build positive, responsive relationships with residents, families, substitute decision-makers, Residents’ Council, Family Council, and community partners.
Ensure resident and family concerns are addressed in a timely, respectful, and transparent manner, with appropriate follow-up and documentation.
Foster a home environment where residents, families and team members feel heard, respected, included, and connected.
People Leadership and Culture Lead, coach and support a sizeable multidisciplinary team in a unionized environment.
Build, mentor and empower a strong home leadership team by providing collaborative oversight, explicit direction, coaching and support to department managers, enabling them to lead their portfolios with confidence, accountability and alignment to people Care’s values, standards and strategic priorities.
Foster a strong and cohesive leadership team by supporting department managers in problem-solving, decision-making, communication, performance management and continuous improvement within their areas of responsibility.
Create a workplace culture where team members are engaged, accountable, supported, and empowered to do their best work.
Ensure appropriate staffing plans and contingency plans are in place across all departments to support safe resident care and effective operations.
Partner with People and Culture to support recruitment, retention, onboarding, attendance management, performance management, labour relations, investigations, accommodation, and leadership development.
Set clear expectations for department leaders while providing the guidance, support and accountability required to achieve operational, quality, financial, legislative and people-related outcomes.
Model professional communication, respectful leadership, ethical decision-making, and people Care’s values in all interactions.
Quality, Risk and Compliance Ensure the home operates in compliance with all applicable legislation, regulations, Ministry directives, public health guidance, people Care policies, collective agreements, and professional standards.
Provide leadership in risk management, resident safety, emergency preparedness, infection prevention and control, privacy, documentation, and continuous quality improvement.
Review and respond to resident and staff incident reports, compliance inspection outcomes, quality indicators, complaints, audits, and other risk-related trends.
Ensure corrective actions from inspections, internal reviews, audits, incidents, complaints and quality improvement initiatives are implemented, monitored, and sustained.
Support the effective functioning of quality, risk, safety, infection control, professional advisory, and interdisciplinary committees.
Ensure accurate documentation and maintenance of required records, including resident health records,
personnel records, volunteer records, incident documentation, and operational records.
Financial and Business Management Provide accountable financial leadership for the home, including budget development, operating performance, expenditure control, staffing costs, funding utilization, and financial reporting.
Monitor operating statements, key financial indicators and labour metrics to support responsible decision-making and budget management.
Ensure the efficient use of human, physical and financial resources while maintaining high standards of care and service.
Identify operational risks, pressures, efficiencies and opportunities, and elevate concerns or recommendations as appropriate.
Support capital planning, procurement, environmental services, maintenance and other operational needs to ensure a safe, welcoming and well-functioning home.
Partnerships, Communication and Community Relationships Act as a liaison with Ministry officials, inspectors, public health, Ontario Health, community partners, service providers, professional advisors, families and other stakeholders in relation to the operation of the home.
Represent people Care professionally and positively within the home, the broader community, and the long-term care sector.
Communicate information clearly and effectively through reports, presentations, correspondence, meetings, and operational updates.
Build strong relationships with internal partners, including Operations, Clinical, People and Culture, Finance, Quality, Risk, IPAC, Communications and other support teams.
Maintain awareness of current and emerging issues, trends, best practices and legislative changes in long-term care and seniors’ services.
EDUCATION AND EXPERIENCE Post-secondary degree from a program that is a minimum of three years in duration; or a post-secondary diploma in health or social services from a program that is a minimum of two years in duration.
Has completed or is enrolled in a program in Long Term Care, Administration or Management as per the Fixing Long Term Care Homes Act, Reg 246/22, s. 249 (3) (b)
Minimum of five years of progressive leadership experience in health care, seniors’ services, long-term care, social services, or another relevant setting is preferred.
Experience leading a multidisciplinary team in a unionized environment.
Strong knowledge of Ontario long-term care legislation, regulatory compliance, inspection processes, quality improvement, risk management, resident safety, and operational standards.
Demonstrated experience with budget management, operating statement analysis, staffing models, business planning, and performance metrics.
Strong ability to analyze information, interpret business and clinical indicators, prepare reports, write professional correspondence, and present information clearly to a variety of audiences.
Demonstrated commitment to ongoing education, leadership development, innovation, and continuous improvement.
