About the Role
GenCore is seeking an experienced and strategic Human Resources Manager to lead the organization’s human resources function and support its continued growth.
This is a hands‑on management role responsible for the full employee lifecycle, including workforce planning, talent acquisition, employee relations, compensation and perks, performance management, organizational development, HR compliance, and reporting.
The successful candidate will work closely with senior leadership and department managers to develop practical HR strategies, strengthen organizational capabilities, and ensure employees are supported through consistent, fair, and effective HR practices.
What You’ll Do
HR Strategy, Compliance and Organizational Planning
- Develop and implement HR strategies aligned with GenCore’s business objectives and growth plans.
- Partner with senior leadership on workforce planning, organizational design, succession planning, and employee development.
- Ensure compliance with applicable Canadian employment legislation, labour standards, workplace regulations, and internal policies.
- Develop, review, interpret, and consistently apply HR policies and procedures.
- Support HR audits, compliance reviews, internal controls, and risk‑management initiatives.
- Identify opportunities to improve HR processes, systems, and administrative practices.
Talent Acquisition and Workforce Planning
- Lead the end-to-end recruitment and selection process, with a focus on technical, specialized, and managerial positions.
- Partner with hiring managers to identify staffing requirements, develop job descriptions, and establish recruitment strategies.
- Conduct interviews and provide structured candidate assessments and hiring recommendations.
- Manage headcount planning, workforce forecasting, and staffing optimization.
- Improve recruitment efficiency, candidate experience, and quality of hire through consistent and measurable processes.
- Oversee onboarding activities to ensure new employees are successfully integrated into GenCore.
Employee Relations
- Manage employee relations matters with confidentiality, fairness, professionalism, and sound judgment.
- Coach managers and employees through workplace concerns, performance issues, conflict resolution, and policy interpretation.
- Conduct or support workplace investigations and maintain appropriate documentation.
- Apply progressive discipline principles when required and ensure issues are handled consistently and promptly.
- Identify potential employee relations risks and elevate complex matters to senior leadership or legal counsel when appropriate.
- Support employee promotions, transfers, accommodations, leaves of absence, terminations, and offboarding.
- Support internal HR communications, employee meetings, leadership updates, and company‑wide initiatives.
Compensation, Benefits and HR Budgeting
- Oversee compensation and benefits programs to support market competitiveness, internal equity, and employee retention.
- Support annual salary reviews, incentive planning, and compensation benchmarking.
- Manage HR budgets, workforce costs, and headcount optimization initiatives.
- Partner with benefit providers and external HR partners to administer employee benefit programs.
- Support disability management, workplace accommodation, and return‑to‑work processes as required.
- Provide leadership with workforce cost analysis and compensation recommendations.
Performance Management and Talent Development
- Lead performance management processes, including goal setting, performance reviews, development plans, and performance improvement plans.
- Coach managers on delivering feedback, setting measurable objectives, and addressing performance concerns.
- Facilitate talent reviews and ensure appropriate follow‑up on identified development actions.
- Evaluate organizational training needs and coordinate relevant learning and development programs.
- Develop competency‑building initiatives that support employee and organizational growth.
- Support succession planning and ensure appropriate plans are established for key positions.
- Connect individual and departmental performance objectives to GenCore’s broader organizational priorities.
HR Analytics and Reporting
- Monitor HR and administrative key performance indicators, including turnover, recruitment, headcount, absenteeism, workforce costs, and employee development.
- Prepare regular HR reports and workforce insights for senior management.
- Use HR data to identify trends, risks, and opportunities for operational improvement.
- Maintain accurate and confidential employee records within HR information systems.
- Support the continuous improvement and effective use of HRIS and other HR technology.
What You Bring
- Bachelor’s degree or post‑secondary education in Human Resources Management, Business Administration, or a related field.
- Minimum of eight years of progressive human resources experience.
- Experience in an HR Manager or comparable full‑scope HR management role.
- Strong working knowledge of Canadian employment legislation, labour standards, and HR best practices.
- Demonstrated experience partnering with senior leaders and providing consultative HR guidance.
- Full employee lifecycle experience, including workforce planning, recruitment, onboarding, employee relations, performance management, compensation, investigations, talent development, and offboarding.
- Experience managing HR budgets, workforce costs, and headcount planning.
- Previous people leadership experience is considered an asset.
- Experience overseeing administrative or general affairs functions is strongly preferred.
- CPHR designation is preferred.
- Fluency in English with strong written and verbal communication skills.
- Strong knowledge of Microsoft Office, HRIS platforms, and HR reporting tools.
- Ability to manage sensitive and confidential information with professionalism and discretion.
- Excellent problem‑solving, organizational, interpersonal, and conflict‑resolution skills.
- Strong attention to detail and the ability to manage multiple priorities in a fast‑paced and collaborative environment.
- Ability to influence stakeholders, build consensus, and develop trusted relationships across all levels of the organization.
Compensation
The expected salary range for this position is $90,000–$115,000 CAD per year. Final compensation will be determined based on the successful candidate’s experience, qualifications, skills, and alignment with the requirements of the role.
