Overview

A leader in the energy industry specializing in crude and natural gas transportation and gathering has an immediate need for a Cost Control Analyst. The analyst will provide Total Cost Control guidance, governance and support for Project Managers and team members (engineering, procurement, construction, support, contingency, escalation, etc.). Collaboration with the schedule control counterpart is required. The analyst will also support implementation of all Project Control processes (baselining, change management, risk assessments, lifecycle stage gates, and reporting).

The position reports directly to the Supervisor, Project Controls, Core Programs. The Core Programs Controls Team manages maintenance projects. The analyst must effectively manage time across 15+ projects, typically one‑ to two‑year in duration and ranging from $300K to $10MM. Most work is in the office with occasional travel to Enbridge offices or project sites.

Experience

- Minimum ten (10) years of experience performing cost management and other project controls functions for multiple project assignments.
- Experience in the Oil and Gas, Petrochemical, Industrial, and/or Power industry is preferred.

Qualifications

- Overall knowledge of Project Controls principles and practical application to manage project progress and performance.
- Bachelor’s Degree from an accredited university (Business Administration, Engineering, or Construction Management) preferred.
- Certified Cost Engineer (AACE’s CCC/CCE) or Project Management Professional (PMP) credential preferred.
- Proficient in Oracle, EcoSys, Excel, PowerPoint, and Word.
- Familiarity with Power BI, OneDrive, and SharePoint for documentation and reporting.
- Excellent written and oral communication skills, with the ability to respond to information needs and present clearly and concisely.
- Experience in using and enhancing cost controls tools and associated systems.
- Effective analytical skills with an understanding of detailed workflows for Engineering, Procurement, and Construction.




- Ability to prioritize a heavy workload and provide well‑developed recommendations to the Project Team.
- Ability to work successfully with limited supervision and collaborate with others to achieve group results.
- Experience working with a team dispersed over multiple locations.

Responsibilities

- Support the Project Manager, project team, and cost controls staff on cost planning, tracking, measuring, forecasting, and reporting during project execution and development.
- Provide timely, accurate, and relevant guidance and governance on approved cost control standards for Authorization for Expenditure (AFE) including external engineering services, material/ equipment procurement, construction services, internal cost, allowance for funds used during construction (AFUDC), contingency, and escalation.
- Maintain cost and schedule planning, tracking, and reporting tools.
- Apply Earned Value Management (EVM) principles and methodology to identify, analyze, and report cost risks.
- Maintain continuous communication with Project Managers and cost control teams to address project cost-related needs.
- Monitor project reporting, identify deviations from standard reports, and assist teams with data gathering and delivery issues.
- Participate in and resolve issues during joint Cost, Schedule, and Risk Health Checks.
- Attend project meetings with vendors to understand and monitor changes in project status and provide budget analysis.
- Generate all monthly, bi‑monthly, and quarterly cost and schedule performance reports for local project team members, senior executives, and the Board of Directors.
- Build and review logic‑driven CPM schedules in Primavera P6 and Microsoft Project; set baselines, update schedules, incorporate changes, and inform the team of critical path issues and deviations.
