As part of our continued growth, we are seeking an experienced Fee-for-Service (FFS) Business Analyst to lead internal customer engagement for the rollout and implementation of enterprise platforms and solutions that will enhance the organization''s posture on its journey to self-sufficiency and technology independence.
Project Overview: Supply Ontario is advancing its digital infrastructure by deploying robust enterprise cloud and information management platforms as enabling technologies for modern, innovative, secure and efficient business solutions.
The Business Analyst will spearhead the dissemination and understanding of business strategies, plans and needs across the Digital, Data and Technology team, and promote enterprise platforms as the foundation for modern business solutions that ensure compliance with regulatory mandates, internal policies, and enterprise architecture.
This role will focus on translating business strategies and plans into solutioning opportunities and needs, facilitating collaboration between business and enterprise technology teams, developing frameworks for customer relationship management, and supporting enterprise solution adoption.
The Business Analyst will also promote alignment to agency business priorities and compliance with public sector regulations, while managing stakeholder engagement and customer acceptance.

Deliverables 1.
Business Analysis & Solutioning 1.1 Leads business analysis to assess client problems, opportunities and technology needs; gathers and documents functional, non-functional and volumetric requirements so modern cloud and SaaS solutions can be sized and selected. 1.2 Documents business needs and conceptual solutions through proposals, business cases, briefing notes, cost-benefit analyses and presentations. 1.3 Applies re-engineering concepts to drive business improvement through automation, e-forms, workflow, eSignatures, cloud hosting and SaaS, and cost-effective service delivery. 1.4 Conducts research, environmental and jurisdictional scans, feasibility studies and maturity assessments across legislation, policy, standards and emerging trends. 1.5 Applies Cloud First and Information Management principles, policies and records classification schemes to transform solutions, including those on enterprise IM platforms (e.g.
Open
Text). 1.6 Evaluates bids, costs and proposal fit to business needs; prices solutions based on components and size. 1.7 Performs business, use case, conceptual/logical data, process and data flow, and workload/capacity modelling; conducts use case surveys; defines business rules and non-functional requirements. 1.8 Develops performance measures and traceability matrices, and conducts follow-up. 1.9 Supports testing and acceptance by developing acceptance criteria, test cases and test plans. 2.
Stakeholder Engagement & Client Relationship Management 2.1 Leads stakeholder engagement, relationship management and intake; captures client strategies, plans and requirements. 2.2 Qualifies opportunities against business priorities and alignment to solutioning capability. 2.3 Collaborates across business and IT to build shared understanding of needs, constraints and options; negotiates the optimal fit among them. 2.4 Presents business and technology concepts, needs and proposals in audience-appropriate language, from hands-on staff to decision makers. 2.5 Builds frameworks, processes and templates for engagement and intake - requirements gathering (interviews, workshops, JAD sessions, mockups), AI-enabled analysis, and proposal development. 2.6 Produces supporting communications, including presentations and guides on Supply Ontario''s business strategies, priorities and enterprise IT solutions. 3.

Additional Terms Performance Expectations Quarterly performance reviews against agreed-upon objectives and deliverables Minimum 80% achievement of approved quarterly objectives Development and maintenance of detailed project documentation Regular status reporting as per project management framework Adherence to all Supply Ontario policies, procedures, and professional standards Work Arrangements Hybrid work arrangement with minimum 2-3 days per week on-site at Supply Ontario offices Flexibility to adjust schedule based on project needs and stakeholder availability Availability for occasional evening/weekend work during critical project phases Intellectual Property and Confidentiality All work products, documentation, and intellectual property created during the engagement remain the property of Supply Ontario Strict adherence to confidentiality agreements and data protection protocols Non-disclosure agreement required as condition of engagement Return of all Supply Ontario property and materials upon contract completion Probationary Period Initial 90-day probationary period to assess fit and capabilities Clear performance objectives to be established within first 30 days Bi-weekly check-ins during probationary period Option to terminate with 5 business days'' notice during probationary period Early Termination Provisions Supply Ontario may terminate the contract with 10 business days'' written notice without cause Immediate termination for: Breach of confidentiality or security protocols Failure to meet minimum performance standards after documented warning Violation of Supply Ontario policies or qualified conduct standards Misrepresentation of qualifications or experience Extended unavailability without approved leave Extension and Renewal Provisions Contract extension is at the sole discretion of Supply Ontario Extension decisions will align with Supply Ontario''s internal procurement policies and procedures Factors considered for extension include but are not limited to: Achievement of defined deliverables and performance metrics Ongoing organizational need for services Budget availability and value for money Contractor''s demonstrated reliability and cultural fit Project continuity requirements Extension terms: Maximum extension periods as per Supply Ontario procurement policy Rate adjustments, if any, must align with approved rate cards Additional or modified terms may be introduced during extension Extension process: Review initiated minimum 30 days before contract end date Appropriate management approvals as per delegation of authority Written notice of extension decision provided minimum 30 days before contract end No guarantee or implicit right to extension regardless of performance Supply Ontario reserves the right to: Modify role requirements during extension period Adjust work arrangements and conditions Implement new policies or procedures Require additional qualifications or certifications Contractor acknowledgment: No expectation of automatic renewal Extension discussions do not constitute commitment Rights to compete for other opportunities if extension not granted
