Role Responsibilities Reporting to the Manager, Professional Assurance, this position analyzes complaints of alleged unprofessional conduct and professional incompetence against Alberta certificated teachers and teacher leaders in accordance with the Education Act, the Code of Professional Conduct for Teachers and Teacher Leaders, and through the application and interpretation of legislation, regulations, standards, practices and processes.

The position prepares recommendations for the Commissioner on the appropriate course of action regarding complaints in accordance with legislation, administrative fairness, established procedures and precedence.

The position is responsible for conducting preliminary inquiries based on the complaint and assessing information provided during preliminary inquiries.

The incumbent will be involved in analyzing completed investigation reports to inform clear, transparent and reasonable recommendations, drafting decisions for consideration by the Commissioner and preparing consent resolution agreements.

The incumbent will contribute to other projects and initiatives and will be expected to manage multiple, complex issues while delivering results.

As a Teaching Profession Regulatory Advisor, the incumbent is required to demonstrate a high degree of discretion, neutrality and confidentiality.

The incumbent is required to manage a large caseload, navigate complex and nuanced issues, and work within strict guidelines and timelines.

The Teaching Profession Regulatory Advisor has a high degree of autonomy in managing their day-to-day activities, but will receive ongoing feedback and review to ensure legislative, legal and procedural compliance of their work.

The Commissioner for the Alberta Teaching Profession Commission is the decision maker on all files and the Commission acts a neutral party representing neither the complainant nor teacher or teacher leader in the complaint process.

Complaint Assessment and Preliminary Analysis to Support Regulatory Decision-Making Analyze complaints of alleged unprofessional conduct and/or professional incompetence of Alberta certificated teachers and teacher leaders.

Conduct preliminary inquiries into complaints referred to the Commission, including drafting allegation statements, verifying information and gathering additional information relevant to the decision-making process, which may include conducting interviews with complainants and teachers or teacher leaders and assessing the relevance of information provided during preliminary inquiries.

Assess completed investigation, mediation and dispute resolution reports related to alleged teacher and teacher leader unprofessional conduct and/or skilled incompetence.

Technical Advice and Regulatory Recommendations Provide technical advice and prepare draft decisions for consideration for the Manager, Director, Executive Director and the Commissioner within operational and legislative timelines based on relevant legislation, policy, standards, processes and protocols.

Ensure recommendations meet all legislative and procedural requirements in alignment with case law and precedent.

Deliver technical advice related to complaints and the Commissioners decision making process, demonstrated through advanced writing skills and a consistent, precedent based approach.

Regularly measure and communicate progress, risks and provide practical solutions to deliver high-quality deliverables.

Strategic Contribution to Regulatory Excellence As a member of the Professional Assurance team, positively contribute to the Alberta Teaching Profession Commission''s success by promoting, developing and implementing best practices and strategies to effectively support teacher and teacher leader conduct and competency in Alberta''s education system.

Under the direction of the Manager, Director, Executive Director, the Commissioner and/or legal counsel, attend appeal hearings of alleged unprofessional conduct and/or professional incompetence involving teachers and teacher leaders.

Prepare briefings and recommendations to support executive decision making and operationalization of policy.
