Job Summary The Business Development Manager is the growth engine of Noble Education Group’s B2B channel, responsible for building, activating, and scaling a productive network of recruitment agents. This role owns the complete agent relationship — from identifying and onboarding new partners, to ensuring they are serviced flawlessly by the internal admin team, to driving a regular and predictable flow of applications from their portfolio. Working in close coordination with leadership on growth strategy and with the B2B Operations team on file execution, the Business Development Manager follows up with agents across every stage of their clients’ lifecycle to keep the pipeline moving.

This is a high-pressure, target-driven role where success is measured by one thing above all: a consistently healthy application pipeline and the regular achievement of set enrollment targets.

Key Responsibilities

1. Agent Acquisition & Onboarding: Identify, approach, and onboard new recruitment agents into the Noble Education Group network, managing the complete registration process including agreements and required documentation.

Portfolio Management: Own and handle a dedicated portfolio of partner agents, serving as their primary relationship contact and ensuring they remain active, engaged, and productive.

3. Service Quality Assurance: Ensure every agent in the portfolio is being serviced right by the internal admin and operations teams, intervening quickly to resolve service gaps before they damage the relationship.

4. Application Generation: Drive a regular, predictable flow of quality applications from the agent network by proactively pushing open programs, intake deadlines, and new institutional partnerships.

5. Pipeline Health Management: Build and maintain a healthy application pipeline across the portfolio, forecasting expected volumes and taking corrective action when any agent’s output drops.

6. Lifecycle Follow-up: Coordinate with the B2B admin team and follow up regularly with agents across every stage of their clients’ lifecycle — pending documents, college applications, LOA issuance, fee payments, PAL, and visa filing — to keep files moving.

7. Leadership Coordination: Work closely with leadership on growth strategy, market intelligence, target-setting, and escalations, providing an accurate ground-level view of the agent network at all times.

8. Target Achievement: Consistently meet or exceed set targets for agent onboarding, application volume, and enrollments, taking full ownership of the numbers in a high-pressure, performance-driven setting.

9. Agent Enablement: Train and equip agents on program offerings, admission requirements,



and submission processes so they can convert their inquiries into complete, high-quality applications.

10. Reporting & Accountability: Prepare regular reports on onboarding activity, pipeline movement, application volumes, and target progress for leadership review.

Qualifications

• Education: Bachelor’s degree or Diploma in Business, Marketing, International Relations, or a related field.

• Experience: Minimum of 4 years of experience in business development, B2B sales, or agent/channel management, preferably within the international education or recruitment industry.

• Sector Expertise: Strong understanding of the Canadian education system, including intake cycles, admission requirements, agent commission structures, and the end-to-end student application lifecycle.

• Proven Target Achievement: A demonstrated track record of consistently meeting or exceeding sales or recruitment targets in a high-pressure, quota-driven environment.

• Relationship Management: Proven ability to build, manage, and grow long-term B2B partner relationships, with excellent verbal and written communication skills.

• Cross-Functional Coordination: Experience working with internal operations or admin teams to ensure partner commitments are delivered, with strong CRM discipline for tracking pipeline and follow-ups.
