This position is a CUPE 59 position and will be filled in accordance with the Collective Bargaining Agreement. Should it not be filled in accordance with the Collective Bargaining Agreement, external candidates will be considered.

Job Summary

Under supervision of the Land Development Manager, this position is responsible for the day-to-day administration and operation of activities within the Land Development Section.

Duties & Responsibilities

- Plans, organizes, directs, monitors and controls a variety of activities in the administration of the land development process, and assists with the development and implementation of related land development policies.
- Procures and distributes preliminary design plans and construction drawings pertaining to land development projects, and maintains communications among developers, surveyors and consulting engineers.
- Prepares the annual Land Development Business Plan for submission to City Council.
- Establishes and maintains a liaison between the public, civic departments, and developers with regard to the development of land according to Departmental policy and procedures.
- Organizes and prepares development and servicing agreements, prepaid capital budget submissions and various other reports required for submission to City Council.
- Receives enquiries and applications regarding Subdivision, Discretionary Use, Rezoning and Development Plans of properties,



and coordinates the assessment and response to such enquiries and applications.
- Assists with the preparation of the Five Year Land Development Program including updating of the performance of the Land Development Program.
- Monitors and evaluates quality control and construction standards to facilitate ongoing analytical programs involving cost of development servicing, and assists with the servicing rate setting process.
- Supervises inspection and support staff, as required.
- Performs other related duties as assigned.

Qualifications

Education, Training and Experience Requirements

- Degree in a related field.
- Four years’ progressively responsible experience in the field of municipal land development.
- Possession of a valid Saskatchewan Class 5 Driver’s Licence.
- Current driver’s abstract from SGI demonstrating a safe driving record.
- Knowledge and experience in autoCAD software is an asset.

Knowledge, Abilities and Skills

- Knowledge of the principles, practices, software, equipment and materials of engineering as applicable to the design, construction, maintenance and operation of a variety of municipal engineering projects.
- Knowledge of applicable legislation, regulations, Bylaws and policies.
- Knowledge of generally accepted accounting,



budgeting and financial procedures.
- Demonstrated ability to communicate effectively orally and in writing, including the preparation of technical and financial reports.
- Ability to establish and maintain effective working relationships with all levels of civic staff, elected civic officials and the public.
- Ability to supervise subordinate staff.

Weekly Hours: 36.67 Salary Range: $80,673.60 to $88,943.04 CAD per annum (2026 rates)
