Reporting to the Director, Integrated Planning & Emerging Opportunities, the Manager of Integrated Planning oversees the Integrated Planning team and fosters a culture aligned with the mission, vision, strategic priorities, and values of the OEB. The Department advances energy planning policy within the scope of the OEB’s jurisdiction, strengthens coordination across electricity and natural gas, monitors sector trends and policy needs, and develops informed recommendations for decision-makers. Manage a team of policy experts responsible for planning and delivering OEB strategic initiatives, while supporting effective internal collaboration.

Lead or provide management oversight for initiatives to address emerging planning issues, coordination gaps, affordability pressures, and economic competitiveness considerations within the OEB’s mandate. Oversee consultation processes and projects that support practical regulatory policy interventions related to energy planning, including for regional planning and gas-electric coordination. Ensure projects are delivered with clear accountabilities, effective risk management, early issue identification, and coordinated internal and external interfaces.

Lead and inspire a team responsible for issue identification, research, analysis, policy formulation, project management, and the development of regulatory policy options related to energy planning. Provide regular performance feedback, coaching, mentorship, and overall performance assessment to support staff development and career growth, including to elevate high performers.



Provide advice and guidance on planning-related issues, legislative changes, and emerging regulatory matters within the scope of the Department.

Build and maintain relationships with internal and external stakeholders, industry participants, and professional associations to exchange information, identify emerging planning issues, and maintain awareness of relevant municipal, provincial, and federal developments. Identify opportunities and challenges that may affect consumers, affordability, economic competitiveness, planning effectiveness, and the evolution of Ontario’s energy sector. Collaborate with the Communications & Engagement division to support clear corporate messaging and stakeholder communications.

Undergraduate degree in Economics, Public Policy, Accounting, Finance, Commerce, Engineering, Environmental Science, or related discipline. A graduate degree or skilled designation is an asset.

Required: 7 years’ progressive experience in strategic policy, policy development, analysis, or in a project team lead role in the energy industry.

Required: 3 to 5 years’ experience managing a team of professionals with a demonstrated ability to lead, coach, motivate and manage a high-performance team. Awareness of regional planning, gas-electric coordination, and relevant municipal, provincial, and federal developments that may affect energy planning and regulatory policy. Organizational skills to independently plan, prioritize, and organize work accurately and to a level of detail appropriate to the work, in alignment with division and corporate objectives.

Diplomacy, interpersonal and communication skills to deal fairly, assertively and constructively with people leaders, staff, internal and external stakeholders, and the public.
