Responsibilities
- Supervise and provide guidance to the DHS OCI staff on the Improvement Project Leadership team.
- Manage the DHS OCI project portfolio and reporting of portfolio results; ensure alignment with DHS and MSD strategic goals.
- Direct the development of recent, improved work procedures across the department by leading the most complex and/or sensitive improvement and innovation projects.
- Implement OCI long‑range service and operational plans and provide leadership for continuous improvement (CI) functions within MSD.
- Serve as DHS OCI liaison with MSD/DHS management and represent DHS OCI within the state CI community.
- Lead the DHS OCI Projects Team (OCI‑P), monitor performance, and ensure the team meets deadlines and aligns work with DHS OCI guiding principles.
- Conduct novel management analyses on departmental and statewide programs and provide recommendations to DHS leaders to streamline operations and redesign business processes.
- Initiate and support specific improvement efforts such as DMAIC, LEAN, and rapid improvement projects yielding cost savings, efficiencies, and improved designs.
- Deliver departmental reports and analyses to agency leadership and other state officials.
- Respond to division and senior leadership requests and build staff capacity enterprise‑wide to institutionalize a culture of continuous improvement and innovation.
Minimum Qualifications
- Demonstrated Leadership Experience (e.g., supervisor, team leader, project lead,
chair of a committee). Must include at least 1 year of experience identifying issues, goals and strategic actions and a 100+ hour per year commitment.
- Four (4) years of working experience providing advisory, consultancy, or strategic insight related to continuous improvement and/or project management, including:
- Knowledge of state‑of‑the‑art methodologies such as LEAN, Six Sigma and other continuous improvement methodologies.
- Application of Lean, DMAIC, DMADV, PDSA and other continuous improvement or innovation methodologies and principles.
- Six Sigma Black Belt‑level certification in Continuous Improvement practices or equivalent experience.
- General knowledge of project management theories and practices sufficient to monitor and manage the DHS OCI portfolio.
- Experience in data planning, collection, analysis, and reporting.
- Advanced knowledge of adult learning theory to coordinate and oversee DHS OCI training initiatives.
- Experience evaluating, designing or redesigning business processes and/or procedures.
Preferred Qualifications
- Advanced training and experience with SharePoint, including site ownership responsibilities.
- Experience modifying and presenting training to groups of varying sizes.
- Public speaking experience and presentation skills to present complex information in a simple, understandable way.
- Formal training or certification in project management tools or methodology.
- Experience with project management tools (e.g., Smartsheet, Gantt charts, communication plans, task tracking).
- Project portfolio management experience with complex CI projects.
- Strong data analysis, interpretation and synthesis skills.
- Familiarity with DHS and/or state government systems and processes.
- Variety of experiences working effectively with others from different backgrounds and cultures.

- Must pass a criminal background check conducted by the Minnesota Department of Human Services.
