Overview Coast Mountain Bus Company (CMBC) is part of the integrated TransLink enterprise and operates a fleet of clean‑fuel and zero‑emission vehicles in Metro Vancouver. The vacancy is for a SeaBus Operations Manager who will oversee day‑to‑day operations and ensure safe, reliable ferry services.
Responsibilities Support the Manager in day‑to‑day SeaBus operations, ensuring effective, safe, reliable and efficient ferry services to passengers and terminal operations. Implement safe work practices and maintain close liaison with SeaBus Engineering staff to minimize service disruption. Ensure compliance with all regulatory requirements (Canada Shipping Act, Port Metro Vancouver Harbour Master, Lloyd’s Register).
Monitor ongoing projects, harbour conditions, traffic‑hampered vessels, weather and other factors; regulate ferry traffic and recommend actions for anticipated problems. Implement and maintain the Safety Management System (SMS). Serve as the Designated Person Ashore (DPA), acting as the link between employees and management for safety, pollution prevention, and vessel operations.
Ensure adequate resources and support for safe operations. Maintain and update wheelhouse documentation and manuals, including Marine Technical Review Board decisions, Ship Safety Bulletins, Safety alerts, Operations Bulletins, Emergency Procedures, Policy & Procedure Manuals, Monthly Notice to Mariners, Chart updates, tide tables, radio aids for navigation, International Code of Signals and sailing directions. Plan and schedule work, ensuring all shifts are adequately staffed and that Transport Canada’s Minimum Safe Manning regulations are complied with.
Process operations reports and requests,
manage annual vacation sign‑ups, schedule vacations, lay days and days off, and cover unplanned absences for unionized operations staff. Approve and sign timesheets and pay. Assist in developing the department’s budget, manage approved budget and expenditures, and report variances on a monthly basis.
Ensure all policy decisions comply with corporate and collective agreements. Manage administrative tasks and programs, meeting reporting deadlines and maintaining necessary documentation. Respond to customer complaints and commendations, investigate issues, and follow up with employees.
Maintain good public relations by responding to inquiries and issues in writing or by phone. Manage unionized staff, including selection, development, coaching, performance management, assigning and reviewing work, and all other people‑management practices, including first‑stage grievances. Foster a pro‑active, positive labour‑relations environment and a safe workplace through a robust presence on vessels and terminals.
Qualifications Master’s degree, Mate’s Certificate, or related diploma/certificate, plus courses in Supervisory Skills, Labour Relations and Business Administration. Minimum six (6) years of recent experience in progressively responsible positions in marine operations, supervising a large,
unionized workforce. Solid understanding of the marine regulatory environment, including the Canada Shipping Act and classification society practices.
Knowledge of relevant standards, legislation, acts and regulatory requirements. Excellent written and oral communication skills. Strong teamwork, interpersonal, negotiation and conflict‑resolution skills.
Analytical and problem‑solving skills. Leadership, development and team‑building skills to direct and manage reporting staff. Computer skills in MS Office suite and use of web‑based systems. Effective change‑management skills.
Decision‑making skills to respond to a variety of operational and emergency situations.
Experience managing a unionized setting with exposure to labour relations.
Pay & Hours Hourly/annual salary: $100,080 – $150,120 per annum (actual salary based on education, experience, skills and qualifications).
Hours: 37.5 hours per week. Resident; works predominately on‑site.
