Summary
Bell's AI Fabric initiative is building a secure, sovereign AI compute network across Canada—a portfolio of large-scale, high-density data centres, with Regina as one of the flagship launch sites.
As Senior Site Construction Manager – Regina, you will be the senior on‑ground construction leader for the Regina build, responsible for day‑to‑day execution across civil, structural, and MEP fit‑out through to commissioning support and turnover. Reporting into the Site Construction Director, you'll drive field‑level delivery—managing contractors, schedule, quality, and safety—to ensure the facility is built predictably, safely, and to mission‑critical standards.
Key Responsibilities
- Manage day‑to‑day construction execution on the Regina site, from site works and structural through MEP fit‑out, commissioning support, and turnover.
- Coordinate and supervise general contractors, trades, and vendors on‑site, holding them accountable to daily scope, quality, safety, and milestone commitments.
- Own field‑level schedule adherence, proactively identifying and resolving constraints to keep the build on track.
- Monitor and control on‑site costs, quantities, and productivity, escalating variances to the Site Construction Director.
- Champion a zero‑incident safety culture on‑site, enforcing occupational health & safety regulations, site protocols, and environmental compliance.
- Oversee construction quality and workmanship, ensuring conformance to mission‑critical design standards and specifications.
- Manage RFIs, field changes, and constructability issues, coordinating resolution with engineering and A/E teams (including LOD‑based detailed engineering).
- Support commissioning (Cx)
readiness by ensuring systems and spaces are prepared for FAT/SAT and integrated testing.
- Coordinate with program controls on daily/weekly progress reporting, look‑ahead schedules, and site documentation.
- Liaise with local authorities on permitting, inspections, and adherence to Saskatchewan building codes and jurisdictional requirements.
Critical Qualifications
- 10+ years of construction management experience, with direct experience on data centre or mission‑critical/industrial builds (hyperscale preferred).
- Proven track record as a senior on‑site construction manager on complex, large‑scale projects.
- Strong working knowledge of construction sequencing, civil/structural, and MEP fit‑out execution.
- Familiarity with commissioning readiness, LOD design classification, and A/E‑to‑GC engineering handoffs.
- Demonstrated safety leadership on active construction sites.
- Proficiency with construction scheduling and reporting tools (e.g., Primavera P6, MS Project) and look‑ahead planning.
- Strong contractor and trade management skills, with the ability to drive accountability in the field.
- Knowledge of Saskatchewan building codes, permitting, and local regulatory requirements (or ability to ramp quickly).
- Diploma or degree in Construction Management, Civil Engineering, or related discipline; Gold Seal, PMP, or P.Eng. an asset.
- Willingness to be on‑site full‑time in Regina for the duration of the build.
