Position Summary

Job Type: Full time, permanent

Hours of Work: Monday - Friday

Reporting to: Manage, Finance

Department: Finance Department

Wage: AFOA-aligned salary range commensurate with experience The Employment and Income Assistance Worker is responsible for administering the social assistance program. This position plays an important role in assisting clients to become financially independent through continued employment. The incumbent and provides participants with information on services that may be available to them such as childcare, incentives, training, employment opportunities and services for people with disabilities.

Key Responsibilities

Performs all duties and responsibilities in accordance with Skeetchestn Indian Band policies, practices, and procedures as directed by the Manager, Social Development. Maintains confidentiality as required pertaining to members, clients, employees, and general matters of SIB.

Income Assistance Program

- Administers intake process and determines eligibility according to Indigenous Services Canada (ISC) and Skeetchestn policies and procedures.
- Interprets policy and procedures for clients for their better understanding of the purposes, services and requirements of the program. Provides applicants with the social assistance handbook and any other useful resources.
- Administers monthly income assistance and direct payments on behalf of clients as applicable. Submits to Finance for processing.
- Assists employable recipients to seek and secure work.
- Assists employable recipients with work incentive hours within the appropriate Skeetchestn departments and administrate the incentive hours program (Time sheet/timecards, personal policies, HR policies)
- Encourages and facilitates the enrollment of recipients in training or educational programs that will enhance employability.
- Assists and/or refers employable recipients to employment coaches to update or create resume, cover letter, practice interview questions, job search tips and resources.




- Prepares a personal /progression training plan if applicable to facilitate return to work.
- Maintains a confidential file on each client and maintains a secure and organized filing system.
- Ensures all Policies and Procedures set out by ISC, and other relevant Ministries are being followed.
- Maintains close relationship with ISC Funding Services Officer.
- Works closely with SIB Social Worker regarding children and families at risk.

Community Services

- Assists in the development of community resources, capacities, and services designed to enhance the social functioning of individuals and the Skeetchestn community.
- - Assists with funding applications, proposal writing and preparation of documentation for the work opportunity programs, employment training initiatives,
- Assists in the administration of approved projects as requested by the Manager, Social Development.
- In collaboration with the Social Worker(s) and Elders coordinator, assess the need for elder home support.
- Assists the Community Development team in planning and delivering community events.

Administration

- Research funding opportunities, write proposals and apply for grants.
- Submits reports to ISC and other funders as required.
- Provides regular updates and reports to the Manager, Social Development. Prepares activity reports, and program impact updates as requested.
- Develops and maintains clear, accurate and orderly program files and records.

Other related duties as required.

Qualifications

Training, Education, Experience

- Grade 12.



Post Secondary Certificate Program in a Social Service-related field is an asset.
- Experience working with Social Development Programs.
- Experience working within an Indigenous community.
- Experience working with individuals with multiple barriers (health, mental health, trauma etc.)
- Current Class 5 BC Driver’s Licence.
- Satisfactory criminal records check (vulnerable sector).

Knowledge, Skills, Abilities

- Provden ability to use at an intermediate level Outlook e-mail, Microsoft Office suite, with emphasis on MS Excel and MS Word.
- Experience with Venn software for preparation of Income Assistance payments.
- Enjoy working with community members and contributing to their wellness.
- The ability to build positive caring relationships built on trust.
- Highly developed communication and interpersonal skills including conflict resolution.
- Ability to effectively manage and diffuse potentially aggressive client behavior.
- Strong cultural sensitivity and understanding. Able to demonstrate respect and caring without judgement.
- Knowledge of the history of Indigenous people in Canada and the impact of historical trauma.
- Ability to work independently and as part of a collaborative team.
- Ability to exercise a high degree of professionalism and confidentiality.
- Ability to establish and maintain positive relationships with clients, community members and co-workers.
- Office administration skills including general record keeping.
- Genuine respect for Skeetchestn Indian Band culture and protocols.

Working Conditions Work is performed primarily in an office environment with some work performed in clients’ homes (i.e. homecare or special needs assessments). Occasional travel outside the community to attend meetings or training is required.
