Position Overview
Supports an assigned portfolio of departments through the timely development of multi-year operating and capital budgets and plans including reserve forecasting, long range financial strategies, activity based costing allocations, program costing, user fees, revenue recovery rates etc. Consults with departments providing analytical support regarding financial performance, outcomes, insights, and implications to support optimal decision making. Prepares and presents meaningful regular and adhoc management reporting packages that are high quality, accurate, consistent and timely.
Assists the finance management team in the research, development and implementation of financial strategies, policies, guidelines, processes, procedures and internal controls. Responsible for associated year-end and audit activities, related schedules, audit query responses, relevant journal entries, reconciliation requirements, etc. Administers portfolio financial activities such as financial performance tracking, journal entry preparation, account reconciliation, information and policy testing, etc.
Responsibilities
- Provides analytical support to an assigned portfolio of departments, ensuring objectives and assigned activities are efficiently delivered with quality, accuracy, consistency and timeliness.
- Assists with supervision and oversight of the coordinator role as far as quality assurance and aides in staff assessments and training; represents Manager when required.
- Actively assists FP&A; Manager in the research,
development and implementation of related financial policies, guidelines, processes, procedures and internal controls.
- Works closely with departments in the development of multi-year operating and capital plans, reserve forecasts and long range financial strategies leveraging relevant city documents (guidelines, master plans, etc.), economic and business insight, financial indicators, assumptions, decision models, etc.
- Updates and maintains the financial budgets and forecast in the budgeting system, while maintaining off line models and back-up to support the numbers.
- Conducts financial studies, research, analysis and modeling to assess financial implications and support complex business decisions i.e. policies, master plans, agreements, program costing, user fees, recovery rates, allocations, prioritization models, account investigation, special project efforts etc.
- Conducts financial performance & compliance monitoring, performs analytical review, prepares financial management reporting packages and assists in regular client review meetings and follow-up actions e.g. budget packages, variance reports, spend reports, trend analysis, project status reporting, financial impact verification, key financial analytics, etc.
- Executes or coordinates assigned finance and accounting activities i.e. journal entries, reconciliations, general analysis, financial control testing and review, etc., while ensuring policy compliance, proper account coding etc.
- Assists in the year-end audit process, related schedules, audit query responses, relevant journal entries, reconciliation requirements, etc.
- Keeps abreast of work related provincial legislation, accounting standards, municipal finance best practices, internal policies, guiding documents, etc.
- Prepares and reviews staff reports and communications, assists in the preparation of presentations, and attends management, committee and Council meetings as requested.
- Coordinates with other City departments to ensure information is shared, alignment of processes, policy compliance etc.
- Assists in the provision of financial guidance and advisory services on a regular basis to Deputy City Managers, Directors and key management staff within the portfolio departments; addressing enquiries and concerns of a financial matter, interpreting and communicating policy requirements and providing support to enable the client to make more informed decisions.
- Responsible for ensuring compliance with the Occupational Health and Safety Act and regulations and the corporate Occupational Health and Safety Policy and related procedures.
- Performs other assigned related duties that are in accordance with necessary department or corporate objectives.
Qualifications and Experience
- Chartered Professional Accountant (CPA) designation in good standing, MBA, or suitable equivalent.
- Minimum of five (5) years' progressive experience in finance with relevant experience in analysis, forecasting, capital asset reporting, accounting, etc. Municipal experience is an asset.
- Strong results oriented, analytical skill set with an attention to detail.
- Intellectual curiosity and enthusiasm for solving complex problems, and a drive for research. Project management exposure is an asset.
- Effective interpersonal and communication skills, both oral and written. Ability to use tact in dealing with sensitive/confidential or confrontational topics.
- Demonstrated ability to build high levels of credibility within diverse work groups by implementing effective communication and engagement strategies as well as the ability to develop productive and sustainable partnerships with a range of key internal and external stakeholders.
- Ability to conduct in a manner bestowing tact and diplomacy in a political environment.
- Ability to balance multiple non-routine responsibilities, shifting priorities, regular workflow interruptions and cope with frequent overtime requirements as necessary to meet department and corporate deliverables while maintaining a positive attitude.
- Knowledge of and demonstrated ability in the City’s core competencies as well as relevant departmental functional competencies.
- Excellent computer skills, including advanced knowledge in Excel, Word, PowerPoint,
and other Microsoft applications. An emphasis will be placed on enterprise system,
budget system and financial modeling knowledge.
- Valid Ontario ‘G’ driver’s license, in good standing, and access to a reliable vehicle for corporate use.
