The Kativik Regional Government (KRG) is a supra-municipal organization with jurisdiction over the territory of Québec located north of the 55th parallel. The KRG is currently seeking to recruit a professional candidate with strong leadership skills to work in Kuujjuaq, in the capacity of:
n
DIRECTOR, TRANSPORTATION DEPARTMENT
n
(Permanent – Full time)
n
Reporting to the Director General, the Director of the Transportation Department is responsible for overseeing the mandates entrusted to the KRG in the field of transportation services. More specifically, the Director is responsible for:
n
n
- Planning, directing, and supervising all activities related to the operations, management, and maintenance of Nunavik’s 14 airports in accordance with applicable federal and provincial laws and regulations
n
- Supervising the elaboration of all programs and the compliance with all standards and safety measures as per the federal airport regulations
n
- Prioritizing airport safety and ensuring the respect of all obligations related to the airport operations certificate issued by Transport Canada
n
- Ensuring the management and implementation of the airport Safety Management System and acting as the responsible executive of the system
n
- Ensuring the inspection and maintenance of marine infrastructures in the 14 communities
n
- Supporting the communities in the development, including securing funding, and the operation of public transit and para‑transit (Usijiit) services
n
- Working in close collaboration with the Administration and the Municipal Public Works Departments with regard to the construction or the improvement of infrastructure projects,
and preparing relevant reports for governments
n
- Liaising with governments, government agencies, and other stakeholders (airline companies, northern villages, etc.) on issues related to regional transportation;
n
- Coordinating the work of the Regional Roundtable on Off-Highway Vehicles (OHV) aimed at improving the safety of OHV users
n
- Managing and following up on the departmental budget
n
- Participating in preparing and negotiating funding agreements with governments and different public bodies for all projects and programs on transportation services in the region
n
nQUALIFICATIONS:n
n
- Bachelor’s degree in administration or in a related field; exceptionally, a combination of relevant work experience and education may be considered
n
- A minimum of 10 years of experience in managing airports in accordance with applicable provincial and federal laws
n
- A minimum of 5 years in managing a multidisciplinary team in the public transportation field, and experience in a unionized environment will be considered as an asset
n
- Demonstrated experience in safety management and in the implementation of a Safety Management System (SMS)
n
- Results-oriented, demonstrated ability to work under pressure, and detail-oriented
n
- Strong leadership, problem-solving, decision-making,
and capacity to mobilize a team
n
- Advanced working knowledge of Outlook, Word, and Excel
n
- Robust oral and written communication skills in English and French; knowledge of Inuktitut is an asset
n
- Experience in negotiating agreements with governments and agencies will be considered an asset
n
- Work experience in a cross-cultural environment, preferably with native communities, will be considered as an asset
n
- Availability to travel within Nunavik and outside the region
n
nPlace of work: Kuujjuaq, QuebecnSalary: Minimum $128,903/year – Maximum $177,244$/yearn
