Job Description

Position Summary

The Health and Safety Coordinator promotes a proactive safety culture and ensures compliance with Ontario's Occupational Health and Safety Act. This role provides technical support across all departments, ensuring health, safety, and wellness standards are met. Responsibilities include developing health and safety policies, managing disability accommodations and return-to-work programs, advising the Joint Health and Safety Committees, overseeing training and records, and handling confidential matters.

Responsibilities

- Develops, promotes, and implements Health & Safety awareness initiatives across the organization.
- Conducts and monitors workplace audits to identify, minimize, and eliminate unsafe conditions and practices, reducing the risk of workplace accidents.
- Tracks, audits, investigates, and reports on incidents, accidents, and critical injuries reporting any findings to the Joint Health and Safety Committee (JHSC), Manager of Human Resources, CAO, and Senior Management.
- Liaises with the Ministry of Immigration, Labour, Training & Skills Development regarding field visits, complaints, inspections, and orders.
- Develops and maintains the Health & Safety training database and works with supervisory and management staff to identify training requirements, ensure legislative compliance, and develop, conduct, arrange, and track training.
- Develops the framework and format of Health & Safety policies and procedures, provides policy recommendations, and ensures ongoing review and compliance with federal, provincial, and municipal legislation.
- Coordinates activities for two Joint Health and Safety Committees (Corporate and Fire Services), including meetings, training, and inspections, and provides advice as needed.
- Compiles and develops tracking systems for statistics and data to support prioritization of mitigation strategies, and interprets applicable codes, standards, guidelines, and legislation.
- Reviews accident reports for completeness and accuracy, authorizes and submits all WSIB Form 7s, and serves as the primary contact for WSIB matters and return‑to‑work programs.
- Tracks costs associated with workplace accidents and incidents and reports annually to the Manager of Human Resources, CAO, JHSC, and Senior Management.
- Responsible for the Health & Safety training calendar; identifies training needs; oversees the design, development, and delivery of training programs; ensures content reflects adult learning principles and diverse learning styles; and acts as liaison to external training providers.




- Conducts Health & Safety orientation for new employees and ensures compliance with all legislated onboarding requirements.
- Provides timely and appropriate modified work and accommodation plans to support safe and early return‑to‑work outcomes.
- Collaborates with managers to evaluate training effectiveness and recommends enhancements based on feedback, outcomes, and emerging best practices.
- Conducts workplace inspections, hazard assessments, and audits; prepares written recommendations for corrective and preventive actions.
- Maintains current knowledge of OH&S; legislation, regulatory changes, industry standards, and emerging trends to identify trends and prepare written reports and recommendations as needed.
- Benchmarks health and safety practices with other municipalities and public‑sector organizations to support continuous improvement and innovation.
- Assists with the employee recognition program and supports performance management process related to health and safety.

- Provides administrative support to Human Resources by coordinating documentation, maintaining records, and assisting with routine tasks as directed.
- Liaises with staff, municipal and governmental organizations, associated agencies, and the public, providing advice and information on matters related to human resources and health and safety as required.
- Implements continuous improvement processes to enhance corporate service delivery and establishes streamlined procedures and processes.
- Develops, reviews, implements, and revises divisional policies, procedures, processes, service levels, performance measures, and statistical reporting requirements.
- Undertakes special projects and performs other duties as assigned in alignment with departmental and corporate objectives.

Hours & Conditions of Work

This is a part‑time position. Normal work hours fall within the office hours of Monday to Friday between 8:30 am and 4:30 pm. Total weekly hours may vary based on operational needs. Occasional work outside of normal business hours will be required to attend evening or weekend meetings or events, or to accommodate deadlines and work projects. This position primarily works at the main municipal office.





Compensation

Middlesex Centre offers a competitive salary and participation in the OMERS pension plan for this position.

Compensation for this position is currently $36.42 to $43.36 per hour.

Qualifications & Experience

Education

- University degree in a relevant field of study, such as Occupational Health and Safety, Human Resources, and/or Business Administration, or equivalent post‑secondary education.

Experience

- 3‑4 years of progressive experience working in an office environment, ideally in a municipal, human resources or health and safety role.

Specialized Training & Licences

- Canadian Registered Safety Professional (CRSP), Canadian Registered Safety Technician (CRST) or certified Health & Safety Consultant (CHSC) designation is preferred.
- Certified Joint Health & Safety Committee member.

Skills & Abilities

- Strong working knowledge of the Ontario Occupational Health and Safety Act (OHSA), Employment Standards Act (ESA), Accessibility for Ontarians with Disabilities Act (AODA), Pay Equity, Human Rights Code, NIOSH, WHMIS, and CSA standards.
- Strong computer literacy, including proficiency with Microsoft Office applications such as Word, Excel, PowerPoint, and Outlook.
- Effective time management, analytical reasoning, and problem‑solving skills.
- Ability to work in a fast‑paced team environment and ability to work a flexible schedule when required.
- Demonstrated tact and diplomacy skills and the ability to handle confidential matters with discretion.
- Strong interpersonal, presentation, and written and verbal communication skills.
- Investigation, analytical and problem‑solving skills.
- Ability to recognize and evaluate occupational health and safety hazards and recommend effective control strategies.
- Consistent modeling of integrity, transparency, and inclusive practices.

Other Requirements

- Minimum of a valid Ontario class G driver’s license in positive standing.
- Criminal Record Check and Driver’s Abstract.
