Responsibilities

- PRIMARY PURPOSE: In pursuit of making the region a better place to live for everyone, this role provides subject matter expert oversight of quantitative transportation research and strategically analytical direction for one or more programs/projects of high impact, risk, and complexity that are highly visible and sensitive in nature.
- Key Accountabilities: lead and manage the analytical development of transportation planning policies, plans and strategies, including planning, finance, operation and monitoring of projects and initiatives across the enterprise; ensure compliance with industry best practices, professional standards, and Enterprise standards, policies and procedures; develop policies where they do not exist and meet legislative requirements for work of high impact, risk and complexity.
- In support of evidence-based decision-making, identify analytical research needs, conduct research and advanced analysis, oversee the development of advanced methods, techniques, tools and models; consider analytical outcomes in the context of multiple projects to ensure successful delivery within the work plan and budget.
- Contribute as a key member of a program team to design and develop project scope, schedules, and work plans; define and prioritize deliverables; monitor budgets; identify and address risks and opportunities; resolve scheduling, resourcing, cost-overruns, conflicting agendas and technical issues.




- Manage program resources including coaching and mentoring to project teams; monitor milestones and deliverables; contribute to performance management to ensure service and quality standards, budgets and deliverables are met.
- Seek to understand the lived experience and transportation needs of people and businesses in Metro Vancouver, including disadvantaged and marginalized groups; apply this understanding to plans/projects and coach others to inform planning practice.
- Collaborate with leaders and project sponsors to scope requirements, strategize deliverables, troubleshoot and resolve problems; lead development of reports and presentations to senior management.
- Scope, plan, present and lead interactive discussions with Executives and external officials as required.
- Nurture relationships with internal colleagues, policymakers, and external stakeholders to understand needs, maintain communication, and proactively resolve issues of high impact and complexity.
- Collaborate with internal stakeholders to design and oversee research and analytics projects that support public, stakeholder, and partner consultation processes; represent TransLink to external audiences on issues of moderate to high impact; highlight critical issues for senior leaders.
- Manage relationships with contractors and consultants, provide work direction and oversee contract compliance; approve remedial actions within authority limits.
- Provide coaching and mentoring to team members and contribute to performance management and professional development.

Qualifications

- EDUCATION AND EXPERIENCE: Typically requires a Master’s degree in economics, engineering, mathematics, planning or related discipline with strong emphasis on big data analytics, quantitative research, forecasting and other transportation analytics methods, plus seven (7) years’ experience with progressively increasing levels of responsibility, with significant project oversight accountability and structured decision analysis in an agency specializing in planning or transportation.
- Other Requirements: Expert knowledge of analytical methods to evaluate costs and benefits of transportation policies, forecasting theory and transportation model development and application,



knowledge of the transportation industry as it pertains to best practices in transportation research, analytics, modeling, forecasting, and other quantitative analysis; Advanced knowledge of computerized packages such as R, Python, SQL, STATA, SPSS, Excel and Tableau; Solid understanding of the regional transportation authority, transportation and land use planning, modelling, finance mapping, legal and statutory processes; Advanced analytical, written and oral communication skills; Advanced interpersonal and negotiation skills; Advanced decision-making and conflict resolution skills.

Other Information

- Reporting to the Senior Manager, Forecasting, and supporting all three Research & Analytics teams; strong project management and communications skills, in addition to economics and analytics, to support planning and policy projects. This position can be filled at the lead or senior level depending on qualifications and experience.
- Research & Analytics is a multi-disciplinary department with backgrounds in forecasting, economics, computer science, data science, market research, and transportation engineering. Our team tackles challenging analytical questions to support decision making for leaders in our organization.
- Recruitment Process: An applicant will be required to demonstrate suitability for this position by meeting minimum qualifications; a standard interview format will be used including general, scenario and behavioural descriptive questions.
- Work Schedule: 37.5 hours per week.
- Work Designation: Hybrid. This position offers the flexibility of working both in office and remotely within B.C.
- Rate of Pay: The salary ranges from $107,200 - $160,800 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role. Total Compensation Package details including benefits will be discussed as the application progresses.
