We are seeking an immediate Project Manager/Leader - Senior for the Ministry of Public and Business Service Delivery and Procurement in a hybrid role (3 days/week onsite) at 21 College Street/200 First Ave W, North Bay/Toronto, Ontario. This position manages large-scale Public Safety Radio Network (PSRN) projects, including governance, risks, executive reporting, and telecommunications infrastructure delivery.

Key Responsibilities

Program Management Skills (35%)

- Manage complex PSRN projects: schedules, risks, deliverables, governance cycles.
- Develop project plans (resources, time, budget); monitor progress, implementation plans.
- Lead monthly governance: material development, committee meetings, terms of reference.
- Synthesize status across committees/management; integrate vendor commitments, interdependencies.
- Identify/manage risks/issues; develop mitigation options, reports for decision‑making.
- Create/update artifacts: Briefing Notes, Change Requests, Contracts, RFPs, executive presentations.
- Develop financial management, network transition/migration materials.

Communication and Relationship Management (25%)

- Develop executive briefings, status reports, dashboards, presentations with short turnaround.
- Translate technical info for executives; present to OPS committees.
- Build relationships with clients, partners, vendors, stakeholders.
- Facilitate meetings; maintain minutes, action items, RACI,



risk logs.

Public Safety Radio/Telecom Infrastructure (20%)

- Direct experience with radio/telecom systems in public safety (network design, implementation, civil structures, user equipment, operations).
- Lead multi‑stakeholder BPS projects; manage governance models.

Analytical and Problem Solving (20%)

- Proactively identify risks/issues; analyze, recommend mitigations.
- Document gaps/inconsistencies; develop strategies/lessons learned.
- Use tools: MS Project, Excel, Visio, PowerPoint, SharePoint, Power BI for schedules, flows, KPIs.

Technical Areas in Scope

- Projects: PSRN (Public Safety Radio Network), telecom infrastructure.
- Tools: MS Project, Excel, Visio, PowerPoint, SharePoint, Power BI.
- Domains: Radio/telecom systems, network transitions, public safety governance.

Must‑Haves

- 7+ years senior leadership/director on Ontario Gov/Federal/BPS technology projects.
- Enhanced communication for executive presentations, briefing notes.
- Direct business leadership in public safety radio/telecom systems/policies.

Desired Skillset

- Strategic planning, OPS executive experience.
- Vendor/stakeholder relationship management.

Minimum Experience & Education

- 7+ years director-level project/program management in government tech/telecom.
- 4+ years managing large‑scale public safety radio/telecom infrastructure.
- Equivalent combination of education and experience may be accepted.

Engagement Requirements

- Location: Hybrid; 3 days/week onsite (North Bay/Toronto).
- Security: Must complete OPS Contractor Security Clearance Process; meet CRJMC level.
- Comply with Ministry policies and procedures.

Deliverables
