Overview

The Peel District School Board (PDSB) is a racially, culturally and linguistically diverse board that serves approximately 148,000 students and 17,000+ employees. In PDSB, 87% of students are racialized, non-white, representing 162 different ethnic backgrounds. Students in Peel have 121 different first languages. Student diversity also exists in terms of gender and gender expression, sexuality and in terms of ability and faith. The workforce consists of teachers, office staff, custodial staff, education assistants and professional staff. The workforce is largely unionized through PDSB’s numerous affiliated bargaining agents.

Job Summary

Reporting to the Manager, Energy & Sustainability, the Energy Specialist is responsible for developing, implementing, and managing energy efficiency and sustainability initiatives across Peel District School Board (PDSB) schools and facilities. This role integrates technical expertise, project management, and stakeholder engagement to optimize building performance, reduce utility costs, and foster a culture of environmental stewardship within the PDSB community.

Key Responsibilities

1. Strategic Planning & Compliance

- Assist the development, implementation, and evaluation of the PDSB Five-Year Energy Conservation and Demand Management (ECDM) Plan.
- Prepare and submit annual Energy Consumption and Greenhouse Gas (GHG) Emissions reports to ensure compliance with municipal, provincial, and federal regulations.
- Act as the PDSB Energy Champion, serving as the primary liaison for government and utility incentive programs (e.g., IESO).

2. Technical Project Management





- Oversee energy retrofit projects from inception to completion, focusing on HVAC, Lighting, Building Automation Systems (BAS), and Commissioning.
- Collaborate with Construction and Maintenance departments to integrate high-efficiency design standards into new builds and major renovations.
- Manage project lifecycles, ensuring all initiatives are delivered on time, within budget, and according to technical specifications.

3. Data Analytics & Utility Management

- Analyze utility data using the Utility Consumption Database (UCD) and real-time monitoring systems to identify trends, anomalies and opportunities for energy conservation.
- Perform Measurement & Verification (M&V;) to track the performance of energy-saving measures.
- Manage utility accounts, validate utility billing and develop procurement strategies to mitigate rising energy costs.
- Support the EcoSchools program and lead awareness campaigns to engage students and staff in sustainability efforts.
- Develop reports and presentations for Senior Management and Board committees to communicate progress toward sustainability targets.
- Other duties as assigned.

Qualifications

1. Education & Certifications

- Required: 4-year University Degree in Engineering, Energy Management, Environmental Science, or a related field.
- Required: Certified Energy Manager (CEM) designation.
- Asset: Registered Professional Engineer (P.Eng.) in Ontario.

2. Experience

- 3–5 years of progressive experience in energy conservation,



utilities management, or building operations (Public sector or Ontario K-12 experience is highly preferred).
- Proven track record in managing mechanical/electrical retrofit projects and contractor supervision.

3. Technical Knowledge

- Building Systems: Deep understanding of AHUs, boilers, chillers, VFDs, and building envelope science.
- Legislation: Familiarity with the Ontario Building Code, Green Energy Act, and Ontario Energy Board (OEB) regulations.
- Software: Proficiency in energy modeling, School Facility Information System (SFIS), Utility Consumption Database (UCD), EBase facilities management system, and real-time utility metering technologies as well as advanced office tools (e.g., Microsoft Office, AI/Copilot).
- Financial Literacy: Strong grasp of life-cycle costing, Net Present Value (NPV), and utility rate structures.
- Exceptional analytical, problem-solving, and conflict-resolution skills.
- Demonstrated commitment to working in a diverse school community and/or work environment
- Record of satisfactory on-the-job performance while employed by the Peel District School Board
- A valid Ontario Driver’s License and access to a personal vehicle for site visits.

Additional Skills & Assets

Other related skilled certifications (e.g., ASHRAE, LEED AP, CMVP, PMP) are considered an asset.
