In this role, you will design, deliver, and manage learning programs that build capability across the organization and directly support program delivery. Working closely with program leadership, technical teams,
and HR, you will act as a strategic partner, facilitator, and coach—ensuring our people have the skills, tools, and development pathways needed to succeed in a fast‑paced infrastructure environment. Responsibilities Design, develop, and implement PACT‑wide learning strategies, capability frameworks, and development roadmaps across all business functions Partner with Program Leadership, Directors, HSE, Technical, Commercial and Construction teams to identify learning needs and address performance gaps Facilitate or coordinate in‑person and virtual training sessions, workshops, and coaching programs aligned with PACT’s values and behaviours Lead structured onboarding and orientation programs for new hires, ensuring alignment with governance, safety and PACT culture Support PMO and HR initiatives related to talent mapping, performance frameworks and internal mobility pathways Measure and evaluate training effectiveness using feedback, data and continuous improvement practices Manage the L&D calendar, training records, participation tracking and competency reporting Provide coaching and guidance to leaders and teams to strengthen collaboration, communication and team performance Support culture‑building initiatives,
employee engagement activities and cross‑partner collaboration Manage relationships with external training vendors, learning partners and certification bodies as required Champion a continuous learning culture and support change‑management initiatives related to new systems, processes or organisational change Education and Experience 5+ years of experience in Learning & Development, Organizational Development or a related business partnering role Experience designing and delivering learning programs within the construction or infrastructure industry Strong facilitation, presentation and coaching skills with the ability to engage both technical and non‑technical audiences Proven experience developing competency frameworks, onboarding programs and people‑management development initiatives Solid understanding of adult learning principles, instructional design and change management Strong stakeholder management and influencing skills across diverse teams and joint‑venture partners Excellent written and verbal communication skills Experience with e‑learning and blended learning tools (experience with Synthesia considered an asset) Strong organisational and project management skills with the ability to manage multiple priorities Team-oriented, people‑focused mindset with a passion for continuous improvement Working Conditions Office‑based position All employees must successfully complete a RAIC and criminal background check Equal Opportunity Statement Kenaidan is an inclusive and equal opportunity employer committed to providing diversity and accommodation for applicants upon request in accordance with the Accessibility for Ontarians with Disabilities Act (AODA).
