Procurement Manager, Finance and Strategy (2-year contract)

Reports to : Director, Finance and Strategy

WHO WE ARE

The World Anti-Doping Agency (WADA) was established in 1999 as an international independent agency to lead a team-oriented worldwide movement for doping-free sport. As the global regulatory body, WADA’s primary role is to develop, harmonize and coordinate anti-doping rules and policies across all sports and countries. Our key activities include: scientific and social science research; education; intelligence & investigations; development of anti-doping capacity; and, monitoring of compliance with the World Anti-Doping Program.

POSITION OVERVIEW

The Procurement Manager plays a key role in ensuring the integrity, transparency, and strategic alignment of procurement activities across the organization. Operating within a Finance and Strategy team that oversees an operational budget of $50 million, this position safeguards compliance with procurement policies, optimizes vendor relationships, and upholds the highest standards of data quality and financial stewardship.

As a contributor to organizational efficiency and risk mitigation, the Procurement Manager validates procurement processes, enforces signature authority protocols, and ensures that all consultant engagements are reviewed by the Resource Evaluation Team. The role also includes oversight of RFP/RFQ validation, purchase order creation prior to contract execution, and coordination of recurring vendor performance reviews. By collaborating closely with Accounts Payable and Financial Analysts, the Procurement Manager ensures procurement data is accurate, timely, and strategically useful.

KEY RESPONSIBILITIES

Procurement Compliance and Process Governance

- Lead end-to-end procurement activities, including vendor selection, pricing negotiations (when applicable), and contract renewals
- Partner with Legal, HR, and IT to align vendor agreements with budget, compliance, and risk standards
- Validate procurement requests against internal policies, including signature authority and budget alignment.
- Ensure consultant engagements are reviewed and approved by the Resource Evaluation Team.
- Review and validate RFPs and RFQs for completeness, fairness, and strategic alignment.
- Ensure purchase orders are created prior to contract signature to maintain financial control and audit readiness.




- Maintain procurement documentation and audit trails to support transparency and accountability.
- Implement scalable, business-friendly procurement processes and tools (e.g., approval flows, spend management systems)
- Support internal and external audit preparation, and implementation of potential recommendations.
- Lead recurring performance review meetings with major vendors to ensure value delivery aligns with contractual obligations.
- Establish and maintain a centralized repository of vendor contracts, terms, and renewal dates
- Monitor contract milestones, renewal timelines, and service-level agreements.
- Support contract negotiations and amendments in collaboration with legal and operational teams.
- Track vendor KPIs and escalate performance issues as needed.
- Manage and review the Vendors database.

Cross-functional Collaboration and Data Stewardship

- Work closely with Accounts Payable to ensure timely and accurate invoice processing and payment reconciliation.
- Collaborate with Financial Analysts to align procurement data with forecasting, reporting, and strategic planning needs.
- Champion data quality standards across systems and processes.
- Support internal stakeholders in navigating procurement workflows and systems.

Strategic Contribution

- Contribute to the development and refinement of procurement policies and procedures.
- Identify opportunities for cost savings, process improvements, and vendor consolidation.
- Support Finance and Strategy leadership in budget planning and expenditure tracking.
- Stay informed of market trends, regulatory changes, and best practices in procurement and contract management.
- Act as a trusted advisor and change agent to business teams on procurement best practices.

QUALIFICATIONS AND SKILLS

- Post-Secondary's degree in business administration, Supply Chain Management, Finance, or related field. Bachelor’s degree is an asset;
- Minimum 5 years of experience in procurement,



contract management, or strategic sourcing within a mid- to large-scale organization;
- Strong understanding of procurement compliance frameworks, including signature authority and competitive bidding processes;
- Experience managing vendor relationships and coordinating performance reviews;
- Excellent organizational skills with attention to detail and process discipline;
- Proficiency in financial systems (e.g., ERP platforms);
- Strong analytical skills with the ability to interpret financial data;
- Effective communicator with the ability to collaborate across departments and influence stakeholders;
- Commitment to ethical procurement practices and continuous improvement;
- Proficient in MS Office: Word, Excel, PowerPoint
- Excellent oral and written skills in one of the two WADA official languages (English/French) and very good command of the other official language; additional languages would be an asset;
