Senior Manager, Commercial and Business Development (YLW) The Senior Manager, Commercial and Business Development is responsible for leading Kelowna International Airport’s (“YLW”) commercial and business development functions. The position includes commercial development, business development, community relations, opportunity generation and management, stakeholder relations, and brand management. The incumbent will lead the development and delivery of strategic commercial and business development strategies, programs, projects and initiatives, including those targeting non‑aeronautical revenue streams. The role supports continued service improvements for passengers, stakeholders and campus businesses, and leads the identification and coordination of new airport business opportunities, commercial leasing, food and beverage, concessions, strategic marketing and community engagement.
This position is accountable for fostering strategic partnerships, brand management, stakeholder relations, and revenue generation across the airport campus and with external partners.
Business Development
Lead the implementation of the business development vision and strategic objectives to align with YLW’s overall strategic plan
Develop and implement specific business opportunity strategies to drive aeronautical and non‑aeronautical revenues
Oversee adaptation to changing market situations, managing strategy to meet market conditions and challenges
Lead engagement with external stakeholders and airport partners, positioning YLW as a key regional economic driver
Commercial Development
Lead the development of commercial vision and strategic objectives to achieve revenue generation, operational excellence and innovation goals
Lead and develop commercial leasing opportunities, food and beverage and concession contracts, advertising and sponsorship, and community engagement opportunities
Discover, develop and negotiate real estate, property management and other commercial land development opportunities at YLW
Brand Management
Oversee brand programs, including sponsorships and advertisements, to promote YLW as the region’s key economic driver
Lead and coordinate the development of the department’s communication and marketing material; approve marketing and communications material
Oversee community events, travel shows and activations that enhance YLW’s brand and reputation within the local community
Stakeholder Relations
Lead development of new opportunities to build community awareness
Identify, build and maintain relationships with key internal and external stakeholders
Establish and maintain a network of professional peers and recommend innovative approaches that enhance service delivery and performance
Collect and interpret information and data related to business development, commercial development, community engagement and brand management for analysis, reporting and planning
Strategic Partnerships
Foster meaningful partnerships with business groups, industry associations, economic development and tourism organizations, municipal, provincial and federal agencies, and Indigenous community groups
Oversee design, implementation and execution of the annual Business Development, Marketing and Commercial Development plans
Lead development and implementation of initiatives supporting YLW’s strategies, goals and revenue growth targets
Represent YLW at business, economic development and tourism functions and events
Human Resources
Oversee a multidisciplinary team of contractors and consultants to achieve strategic goals
Lead, direct, supervise, develop and mentor employees; manage performance and employee development, and make hiring, discipline and dismissal recommendations
Qualifications
Bachelor’s degree in business administration, commerce, marketing or related field (equivalent education and experience may be considered)
Minimum eight (8) years of directly related experience in airport commercial development, business development, economic development or related fields
Minimum five (5) years of supervisory or management experience, including leading multidisciplinary operational teams in a unionized or complex regulatory environment
Experience negotiating and managing leases, concessions, contracts and public‑private partnerships (P3)
Demonstrated experience and expertise in business development, strategic planning and implementation of commercial initiatives
Building Owners and Managers Institute (BOMI) licensed professional
Accredited Airport Executive (AAE) designation or Airport Management Professional Accreditation Program (AMPAP); or ability to obtain within three (3) years
Preferred Qualifications
Master’s degree in a related field
Previous experience working directly with or for an airline in network planning or scheduling
Knowledge of Canadian aviation regulatory frameworks and airport governance structures
Experience working with tourism boards,
economic development agencies or chambers of commerce
Knowledge
Airport commercial operations, land use planning and non‑aeronautical revenue streams
Aviation industry trends, airport governance and regulatory frameworks (e.g., Transport Canada, NAV CANADA, Canadian Aviation Regulations)
Municipal, provincial and federal legislation affecting airport business development and land use
Familiarity with Airport and City of Kelowna values supporting an ethical, equitable and inclusive workplace culture
Other Requirements
Must be eligible to work in Canada
Must obtain and maintain Transportation Security Clearance (TSC) from Transport Canada
Must be willing to work outside normal work schedule, including nights, weekends and holidays
Ability to travel regionally; occasional travel to domestic or international meetings and conferences
Skills & Abilities
Strong financial and analytical skills, including budgeting, forecasting and revenue modeling
Skilled in stakeholder engagement, balancing commercial priorities and public interest
Ability to develop and maintain positive working relationships with employees and stakeholders
Excellent written and verbal communication skills, including report preparation and executive‑level presentation
Advanced project management skills for leading cross‑functional teams and delivering on time and within budget
Solid leadership and performance management, with coaching and corrective action skills
Adaptability to changing priorities in a fast‑paced environment
Proficiency in Microsoft Office (Excel, PowerPoint, Word), CRM tools and business analytics platforms
High attention to detail and analytical decision‑making
Independent judgment in politically sensitive contexts
Market and cultural awareness for commercial offerings and air service growth
Integrity, ethical conduct and commitment to safety and compliance
Confidentiality and tactful communication with elected officials, staff, media and public
Pay Rate: $120,000 – $140,000
