Responsibilities

- Oversees the smooth, effective, and trauma‑informed day‑to‑day operation of shelter services, harm reduction and safe‑use programs
- Manages community liaising, systems navigation and case coordination, crisis response, and counselling programs, including program planning, development, operations and evaluation (e.g. referrals, service restrictions, crisis management, outreach & community work)
- Monitors programs and projects to mitigate risk, ensure compliance with policies and procedures
- Works with the Facilities department to maintain quality shelter facilities that provide dignity to those accessing services
- Informs and guides program drop‑in best practices and implementation of tools which focus on client needs and strengths; oversees application of program guidelines and updates as needed
- Approves service restrictions and return admissions based on program policies
- Assists Director with program policy development and ensures that all policies and procedures are current, in alignment with corporate policies and best practices are incorporated
- Follows procedures for Serious Occurrences and Serious Incident reporting; keeps Director informed
- Guides staff in mitigating risks to staff, clients and community while providing services to a high‑risk population; escalates to Director as required
- Directly manages up to 20 front‑line employees including training, monitoring and evaluating performance
- Assists Director with budget development, monitoring, and reports to funders




- Supports other staff in the writing of grants to additional funding sources as needed
- Responsible for assisting Director with external fund development, proposal writing, reporting and presentations
- Takes a leadership role in the community on housing, homelessness, including participation at community planning tables
- Nurtures and forms meaningful internal and external working relationships and partnerships
- Communicates, consults, educates and influences stakeholders (e.g. funders/sponsors, municipal officials, health authorities)
- Works with program funders to implement requirements and coordinate with other service agencies
- Appropriately represents YWCA Hamilton in public relations with media and the community with prior approval as per policy
- Advocates to local organizations (i.e. hospitals, police, shelters) for clients and outreaches to improve coordination of services
- Plans for and provides training to staff and identifies professional development for staff on emerging trends, leading practices and legislation affecting violence against women services, homelessness and housing programs
- Maintains appropriate recordkeeping and expense reporting in accordance with YWCA policies and procedures
- Identifies and evaluates risks associated with program operations and takes appropriate action to control the risks
- Supports the team in managing the impact of vicarious trauma when working with clients at risk
- Maintains high level of confidentiality when working with sensitive and personal client, employee and contract information
- Stays current on emerging trends, leading practices and legislation affecting violence against women, homelessness responses, and housing programs, regulations and directives
- Demonstrates and models strong leadership behaviours as a member of the YWCA leadership team
- Participates and provides mandatory organizational and departmental trainings and meetings
- Fosters a safe and healthy work environment; ensures employees comply with health,



safety standards that meet or exceed legislated requirements
- Supports YWCA Hamilton mission, vision and values
- Performs other duties as required

Working Conditions

- Works a 37.5‑hour work week; regularly on‑call rotation for emergencies, crisis situations and resourcing issues
- Often works in high conflict situations requiring resolution and safety planning for clients and staff

Qualifications

- Completion of 3 years’ college or university in social or human services, or equivalent
- Minimum 3‑5 years’ experience working in housing or shelters, with a minimum of 2‑year leadership experience
- Knowledge of key issues including homelessness, housing, violence against women, poverty, mental health and addictions; and peer support frameworks
- Must be able to lead and work from an intersectional feminist, anti‑racist/anti‑oppressive perspective for operations and strategic planning
- Must have current Standard First Aid and CPR certificate or willingness to obtain at own cost
- Must provide a current vulnerable‑sector police check or willingness to obtain at own cost
- Knowledge and skills in feminist, trauma‑informed crisis intervention and supportive counselling
- Ability to work a schedule which includes regular on‑call rotation for emergencies, crisis situations and resourcing issues
- Excellent communication skills, including oral and written
- Bilingual English/French or other languages an asset
- Ability to work independently with minimal supervision, and also work effectively in a team
