Core Functions
The GIS Solutions Architect leads the development of the overall GIS technology architecture to support the GIS activities of the organization. The incumbent will provide the highest quality technical expertise, based on a sound understanding of current and emerging trends in GIS to deliver solutions that meet business requirements.
Functional Responsibilities:
Leverage expertise in data analysis, visualization, and business intelligence to provide valuable insights and support data-driven decision-making within the organization.
Lead requirements gathering for new projects and enhancements, working closely with stakeholders .
Perform design reviews of proposed solution architectures for projects, including proposing alternative views of the architecture.
Ensuring that uniform enterprise-wide application design standards are maintained and meet business requirements.
Define approaches for continuous technical improvement, improved service delivery and related processes and tools; to improve quality and improve our record of our technical solutions delivery.
Develop and maintain a deep understanding of the current GIS data architecture, proactively recommend and develop efficiency opportunities.
Provide input on strategic planning and priorities and implement action plans.
Technical Responsibilities:
Lead the design of the ArcGIS based system and portfolio of solutions and how it integrates into the overall organizational technology portfolio, including interfaces and integrations with non-GIS technology and IT systems.
Install, customize, and configure COTS Esri GIS applications.
Review the technical quality of delivery and advise on estimates and technical delivery of projects.
Providing technical leadership regarding applications development to department staff.
Provide GIS technology lifecycle roadmaps and innovation.
Collaborate with Cree Nation Governments Information Technology (IT) professionals and provide GIS-related input and guidance.
Lead GIS projects to successful completion within budget and agreed timeframes and producing quality outcomes.
Provide subject matter expertise and leadership in identifying and evaluating GIS software/emerging technologies.
Serve as a subject matter expert by clearly and effectively communicating technical information to both technical and non-technical audiences.
Assist departments with developing and implementing GIS solutions that improve business workflows.
Complete technical studies and write technical recommendations and reports.
Other Responsibilities:
Maintain up-to-date knowledge and skills in area(s) of responsibility.
Perform other duties as required.
Qualifications
Education:
Bachelor’s Degree in Geomatics, Computer Science or a related field.
Experience:
Three to Five years of relevant work experience.
Language:
Fluency in English.
Fluency in verbal Cree and French an asset.
Knowledge and Abilities:
Demonstrated experience of enterprise architecture.
Demonstrated experience in and the knowledge of current and emerging technologies.
Knowledge and experience with Esri ArcGIS productsand spatial data management.
Knowledge and experience of Python and Arcade scripting languages.
Strong organizational skills and the ability to coordinate multiple projects.
Proven ability to demonstrate strong judgement in complex situations.
Ability to demonstrate excellent cartography and technical writing skills.
Advanced leadership, mentoring and coaching skills.
Possess good problem-solving skills; be organized, flexible, and a team player
Strong negotiation, delegation and influencing skills.
Demonstrated ability to work under significant pressure and to adapt to a changing environment.
Proven success in maintaining solid communications, including the ability to facilitate effectively.
Additional Requirements:
Typical office setting where there are no unusual physical demands.
Valid driver’s license and a willingness to travel frequently.
The Cree Nation Government may, at its discretion, waive any or all of the aforementioned requirements if a suitable candidate who is a JBNQA beneficiary accepts to follow a training plan determined by the Cree Nation Government as a condition of employment.
