JOB DESCRIPTION

This position reports to the Finance Supervisor of Transportation, Infrastructure and Energy and supports the entirety of DTIE as well as other government departments, providing leadership and advice to staff in the administration and management of financial resources and corporate responsibilities.
This position is responsible for ensuring the effective and efficient administration of financial and accounting services for several government departments, ensuring effective financial controls, policies and procedures are in place to comply with generally accepted accounting principles and the departments’ business processes, analyzing and auditing budgets, and providing support in the area of purchasing protocol.
Duties will include but are not limited to:
- Carry out the day-to-day financial administrative requirements of Department.
This position is responsible for ensuring that staff of the Departments process payments in accordance with the Financial Administration Act, Procurement of Goods Act and Treasury Board Policy and Procedures, and the applicable articles of the UPSE Collective agreement.
- Audit and approve accounts payable transactions in accordance with legislation, policies, procedures, and guidelines directing financial data entry staff on required corrective measures; ensuring corrections are then verified prior to the final release of payments.
- Respond to inquiries from suppliers, departmental staff and other departments concerning the status of accounts/payments
- Prepare reports for analysis of accounts as requested by Manager, Supervisors and Directors.
- Approve all progress claims in the Construction Analysis Tracking System (CATS).
- Respond to inquiries from the Office of the Comptroller on accounts receivable matters relating to the department.
- Lead the process for the collection of delinquent and outstanding accounts as per Treasury Board Policy and specific collection processes for the Department. Follow government protocol and in accordance with Treasury Board policies and procedures, generate purchase requisitions.
- Provide advice and guidance to departmental staff in the area of procurement.
- This position is responsible for assigning, managing and auditing government fleet credit cards as per Treasury Board Policy and Procedures.
- Responsible for providing supervision, direction, guidance, support, motivation, evaluation,
problem solving and work assignments for five finance clerks.

Minimum Qualifications
- University degree in Business Administration or a related area of study with considerable related experience, or a Diploma in Business, Accounting, Office studies or a related area of study and extensive related experience;
- Demonstrated equivalencies will be considered;
- Must have supervisory or leadership experience;
- Considerable experience in accounting and financial processes;
- Experience using government financial information systems or comparable financial information systems;
- Understanding of accrual accounting, budget process of government and receivables management;
- Excellent computer skills (Microsoft Word and Excel);
- Excellent analytical, critical thinking decision-making and problem-solving skills;
- Excellent interpersonal, written and oral communication;
- Excellent organization skills and ability to work independently and effectively manage time as well as ability to work effectively in a team environment;
- High degree of attention to detail and accuracy;
- An ability to interpret policy and legislation and suggest appropriate means of action, as well as advising departmental staff on compliance (i.e. Finance Administration Act, Procurement of Goods Act, Treasury Board Policy and Procedures) The successful applicant must provide a satisfactory Criminal Records Check prior to beginning employment.
Other Qualifications
- Experience and proficiency of the Oracle Financial System, specifically the accounts payable, receivable and purchase modules would be considered an asset.
