As a central hub in the Metro Vancouver area, the City of New Westminster delivers a broad spectrum of urban services to over 92,000 residents. The City offers a dynamic opportunity for a service-focused individual to manage a varied recreation services team and facilities portfolio. As a key member of the Parks and Recreation Department leadership team, the Manager, Recreation Services and Facilities will be accountable for ongoing management of the historical Queen's Park Arena, Queen's Park Stadium, Centennial Lodge, Moody Park Arena, and oversight of maintenance activities at the Queensborough Community Centre, Century House, New Westminster Youth Centre, Sportsplex, Hume Park Outdoor Pool, Moody Park Outdoor Pool, and the newly built state of the art təməsew̓tx Aquatic and Community Centre. Additional responsibilities may include oversight of a progressive instructional skating program, city wide food services, and event rentals in various city event spaces.

Key Accountabilities

- Lead and support exempt and union staff in collaboration with the general public and external stakeholders such as community organizations, minor sports associations, user groups, and lessees.
- Ensure that community recreation needs are met through development of programs and services.
- Anticipate and forecast customer requirements, analyze trends, utilize KPIs, benchmark, and define quality standards for customer service.
- Develop work plans and allocate resources efficiently to meet community needs.
- Lead or participate in the development of plans for City recreation services and facilities.
- Hire, supervise, train, evaluate,



and coach staff; develop work plans, performance expectations, succession programs, and manage employee and labour relations issues.
- Lead a team of 150 auxiliary positions and 33 full time/regular part time staff across various roles and direct reports.
- Actively participate in the development and delivery of strategic plans, policies, and procedures for the division and department.
- Demonstrate effective verbal and written communication skills to provide advice, guidance and policy interpretation.
- Develop, manage and monitor multiple capital project and operating budgets, ensuring budget projections are achieved.
- Manage facility assets of ice arenas, swimming pools, community recreation facilities, commercial kitchens and other facilities through preventative and scheduled maintenance, budgeting, and sourcing for improved efficiencies.
- Provide leadership support for organizational and departmental initiatives as required.
- Apply independent judgment, action and initiative in supervising facilities, and administer a comprehensive program of public services.

The candidate will possess a strong combination of community development, operational management, and people/staff development and management, with proven multi million dollar budget management experience and ability to enhance service offerings and business outcomes.

Key Experience, Skills and Knowledge





- Track record of delivering excellent customer service and quality service delivery.
- Strong experience in leading an organization toward a culture of engagement and performance using industry best practices, KPIs and continuous process improvement.
- Excellence in relationship development and management.
- Considerable knowledge of ice arena, aquatic and building operations along with safety standards.
- Strong experience in written and verbal communication.

Education, Training & Experience

The preferred candidate will possess a degree in recreation administration, business administration, social sciences or related discipline, and 10 years of progressive recreation management and leadership experience, preferably with ice arena experience or equivalent. Certification in Ice Facility Operator (TSBC) and willingness to obtain Refrigeration Operator (TSBC) certification is required. Formal training and experience in diversity, equity, inclusion and anti racism principles and work is an asset.
