The Chance

The Ministry of Parks, Culture and Sport has an exciting opportunity for a strategic leader with a proven track record of achieving successful outcomes for the role of Senior Consultant, Policy Planning & Performance in the Status of Women Office.

Reporting to the Director, Strategic Initiatives, this position will provide leadership, expertise and direction in development of public policy, programs and the strategic planning and evaluation of programs and services related to the goals of the Status of Women Office that impact government partners, stakeholders and citizens. The Senior Consultant, Policy Planning & Performance will lead the development, implementation, monitoring and reporting of the Ministry and Government of Saskatchewan outcomes related to Federal Provincial agreements, including agreements which impact external ministry programs and services and budget decisions.

Responsibilities

- Conduct research and provide timely analysis, advice and recommendations regarding strategic direction for programs and services including conducting economic impact and financial analysis;
- Lead and support cross government collaboration with ministries and stakeholders to develop and implement strategies that advance the status of women;
- Develop data collection methodology creating dashboards to track inputs, outcomes for assessment and reporting of funded programs and services;




- Evaluate the performance of programs and services, identify gaps, monitor trends and provide specific recommendations for decision making to expand, improve or exit programs, services or initiatives;
- Coordinate the development of provincial wide annual reports to support reporting requirements under bilateral agreements;
- Participate in Interministerial as well as Federal Provincial Territorial working groups, including representing the Director as needed;
- Develop and present recommendations to support Saskatchewan's strategic and operational business plans to senior government officials;
- Prepare a variety of written materials to support the decision making process such as Briefing Notes, Cabinet Decision Items, Treasury Board Items and Cabinet Information Items;
- Represent the Status of Women office at interjurisdictional and inter ministerial committees as a lead on the ministry's position as it relates to supporting women and girls to live safe, healthy and prosperous lives in Saskatchewan.

Ideal Candidate
- A strong understanding of government processes and protocols, including financial administration, planning and accountability management system, legislative and regulatory frameworks;
- Expertise conducting economic, labour market or policy analysis;
- Demonstrated ability to translate complex economic or data insights into practical policy recommendations;
- A comprehensive knowledge and experience in leading the development of business case proposals, strategic planning, policy and program design and performance evaluation;




- Management and leadership experience cultivating and fostering collaborative relationships across diverse groups to achieve consensus and positive outcomes;
- Strong communication and interpersonal skills along with demonstrated ability to lead high impact projects that involve multiple stakeholders and partners with varied interests;
- The aptitude to intuitively respond to multiple competing demands and complete time sensitive work with confidence and professionalism;
- Be results oriented and accountable, with the ability to exercise sound judgment in a continuously changing environment.

Typically, the knowledge and skills for this position would be obtained through a university degree in economics, business or public policy administration or an equivalent of combined professional and education experience.
