Work Location:
- Group mentoring sessions will take place either virtually or in person, depending on the needs of the participants and collaborators.
- Microsoft Teams will be used for virtual meetings.
- In‑person group sessions will be held in the National Capital Region at a location determined by the DM / Lead.
Tasks
The required services will include, but are not limited to the following:
- Participate in preparatory meetings with EGSTM, guest speakers, an Elder / Knowledge Keeper (for the Indigenous cohort), and/or the DM / Lead.
- Provide additional resources (documents, references, tools, reflection activities, etc.) to support the preparation, and follow‑ups, of the group mentoring sessions, as required.
- Assist EGSTM and the DM / Lead with the content identification, prioritization, creation, and development for the group mentoring sessions/series.
- Provide support for group mentoring sessions, in terms of the flow and facilitation of discussions, while adopting a coaching approach and facilitating the sessions as needed.
- Provide an activity report every six (6) months, including
- The dates of each group’s cohort sessions and combined cohort sessions attended by the Contractor, along with any resources provided, if applicable.
- A list of recurring themes observed in group meetings that could be used to develop the joint group mentoring sessions with different cohorts.
Mandatory Requirements
MT1
The Contractor must propose one resource that meets the needs of the group identified in the Draft Task Authorization (TA). The group can be:
- Indigenous Peoples (First Nations, Inuit, Métis)
- Black People
- Persons with Disabilities
- Members of the 2SLGBTQIA+ community
- Women
- Visible Minorities
The resource can qualify in one of two ways:
Option 1: Self‑Identification
The resource identifies as a member of the specified group. To confirm, the resource must sign the following certification:

Option 2: Relevant Experience
The resource has at least 5 years of experience working with the specified group. The Contractor must provide evidence, including:
- Client organization name
- Audience (specific group)
- Project description (services delivered and outcomes)
- Roles and responsibilities
- Project duration (MM‑YYYY to MM‑YYYY)
MT2
The Contractor must demonstrate that the proposed resource holds a leadership or executive coaching certification from a college, university, or other recognized organization, such as the International Coach Federation.
To demonstrate compliance with MT2, the Contractor must provide a copy of the successful certification completion status and the date of its completion.
MT3
The Contractor must demonstrate that the proposed resource has at least 2 years of cumulative experience in a provincial or federal public service environment in coaching or delivering group mentoring services tailored to executives (director level and above / EX01 to EX05 employees).
To demonstrate compliance with MT3, the Contractor must provide all the following information for each proposed resource:
- Client Organization Name;
- Target Audience;
- Project Description including the nature of services delivered and outcomes achieved;
- Roles and Responsibilities of the resource;
- Project Duration, including start and end dates in months and years (MM‑YYYY to MM‑YYYY).
CM1
The Bidder must demonstrate experience in providing coaching or delivering group mentoring services specifically tailored for executives who are part of Indigenous Peoples, employment equity groups and equity‑seeking groups. These groups include: Indigenous Peoples (First Nations, Inuit, Métis), Black People, Persons with Disabilities, Members of the 2SLGBTQIA+ community, Women, and Visible Minorities.
To demonstrate this experience, bidders must submit references for two (2) projects completed within the last five (5) years from the bid closing date. Each project must pertain to a different group, and include the following:
- Project start and end dates (MM/YYYY to MM/YYYY);
- Client’s name;
- Client’s contact name and email address;
- Identification of the group: Indigenous Peoples (First Nations, Inuit, Metis), Black People, Persons with Disabilities, Members of the 2SLGBTQIA+ community, Women, and Visible Minorities;
- Project description, including the nature of services delivered and outcomes achieved;
- Description of the approach, demonstrating a culturally responsive and inclusive methodology that addresses the unique challenges faced by the group;
- Explanation of how the bidder measured the effectiveness of their tailored approach.

Rated Requirements
RT1
The Contractor should demonstrate that its proposed resource worked as an executive (level EX01 to EX05 or equivalent).
To demonstrate compliance with RT1, the contractor must provide all the following information.
- Organization Name;
- Resource’s level (EX01 to EX05 or equivalent) and title;
- Position Duration, including start and end dates in months and years (MM‑YYYY to MM‑YYYY).
RT2
The Contractor should demonstrate that its proposed resource has experience working with or supporting a Deputy Minister (DM) or an Assistant Deputy Minister (ADM) in Canada’s provincial or federal public service, as an employee or consultant.
To demonstrate compliance with RT2, the contractor must provide all the following information.
- Client Organization Name;
- Resource’s Level (EX01 to EX05 or equivalent) and title;
- Roles and Responsibilities of the personnel working with or supporting a DM;
- Position Duration, including start and end dates in months and years (YYYY‑MM to YYYY‑MM).
RT3
The Contractor should demonstrate that its proposed resource has experience in coaching or delivering mentoring group services.
To demonstrate experience,
the contractor must provide the following information for each project:
- Client Organization Name;
- Project Description;
- Roles and Responsibilities of the personnel who participated in the project;
- Project Duration, including start and end dates in months and years (MM‑YYYY to MM‑YYYY).
RT4
The contractor should demonstrate that its proposed resource has experience in delivering individual or group coaching or mentoring sessions that include accessibility features. Examples of such accessibility features: utilization of transcript in Microsoft Teams, delivering virtual or in‑person sessions with a ASL/SQL translator, etc.
To demonstrate experience, the contractor must provide the following information for one project:
- Client Organization Name;
- Project Description;
- Roles and Responsibilities of the personnel who participated in the project;
- Project Duration, including start and end dates in months and years (MM‑YYYY to MM‑YYYY).
CR1
The Bidder should demonstrate its understanding of the unique challenges and needs faced by Executives from Indigenous Peoples (First Nations, Inuit, Metis), Employment Equity and Equity‑seeking groups:
- Indigenous Peoples (First Nations, Inuit, Metis)
- Black People
- Persons with Disabilities
- Members of the 2SLGBTQIA+ community
- Women, and
- Visible Minorities
To demonstrate compliance, the Bidder must provide a response that includes:
- Insights into the systemic issues and barriers faced by executives from the Indigenous Peoples (First Nations, Inuit, Metis), Employment Equity and Equity‑seeking groups;
- Specific examples indicating awareness of the group challenges;
- Strategies for effectively addressing these challenges.
- Bidders must limit their response to 500 to 600 words for each group.
Scoring per group:
- 0 points: Limited understanding with generic responses that lack relevance to the specific challenges of the group.
- 10 points: Moderate understanding, with specific examples indicating awareness of the barriers and challenges faced by executives of the group.
- 20 points: Strong understanding, clearly articulating insights into the systemic issues, cultural dynamics, and unique needs of the group, along with strategies for successfully addressing them in the coaching context.
CR2
The Bidder should demonstrate a comprehensive understanding of the unique dynamics and challenges faced by executives operating within a government or public sector environment.
To demonstrate compliance, the Bidder must provide:
- A description of the organizational structures, decision‑making processes, and regulatory frameworks that shape the public sector.
- Specific examples of challenges that executives may encounter, such as navigating bureaucracy, managing stakeholder interests, and advancing equity‑seeking initiatives within the executive ranks.
Scoring:
- 0 points: Limited understanding of executive dynamics in government; insights are vague and lack specific examples.
- 60 points: Moderate understanding, with some relevant insights into public sector dynamics and challenges; provides examples but lacks thorough analysis.
- 90 points: Strong understanding, articulating detailed insights into government dynamics and clearly identifying specific challenges faced by executives, particularly those from EE or equity‑seeking groups.
