Overview
Human Resources Department, Hybrid
Reporting to: Director, People and Culture
Opportunity — This role is responsible for the development, coordination, and facilitation of the Agency’s Learning and Development Program. Learning at PCRS is delivered primarily through our Learning Management System (UKG Pro Learning), with additional live sessions delivered by in-house facilitators, typically in-person.
Learning & Development Coordinator — Hybrid, Regular Full Time (35 hours per week) | Grid 22 ($39.19 - $40.80/hour)
Location : Vancouver or Surrey administrative offices. The role offers a hybrid/remote arrangement with office space available.

Travel — Local travel to PCRS sites may occasionally be required.
Responsibilities
- Learning Materials Development (35%)
- Collaborate with leaders and subject matter experts to identify learning and development needs across the Agency
- Plan and implement a learning and development curriculum of mixed delivery methods geared toward adult learning, aligned with the PCRS mission, vision and values
- Gather content from subject matter experts to develop courses
- Develop informal learning resources and structured e-learning modules and courses, primarily using Articulate suite and Canva
- Script, narrate, screen-record and edit instructional videos using Camtasia
- Keep existing learning content up-to-date with planned improvements
- Communicate recent learning resources to the Agency and educate leaders on using new materials
- LMS Management & Configuration (35%)
- Own the configuration of the Learning Management System (LMS) to ensure smooth operation of automated assignments, reassignments and training registrations,
and update rules when content is published
- Stay updated on vendor roll-outs and enhancements; conduct user-testing for new/updated system functionality and prepare the Agency for public releases
- Maintain all learning content within the UKG Pro Learning Content Management System (Library) to ensure relevance and accuracy
- Serve as the primary contact for LMS queries, troubleshoot with staff, and resolve issues promptly
- Collaborate with Agency partners to ensure data integrity between connected systems
- Coordination & Administration (20%)
- Monitor the centralized Learning email inbox and provide timely learning support
- Maintain the Agency’s learning calendar by coordinating with in-house trainers to organize live sessions
- Administer class schedules in the LMS, monitor registrations, update attendance records and oversee certificate uploads
- Communicate learning and development opportunities via newsletters, emails, and LMS announcements
- Support staff in applications for PCRS’ career development schemes
- Occasionally facilitate live in-person and virtual learning sessions; assist participants with attendance, technical issues, and certificate delivery
- Negotiate contracts and schedules for learning services with internal and external partners
- Evaluation & Reporting (10%)
- Evaluate the effectiveness of learning materials using feedback surveys, exit interviews, and facilitator input
- Report on Agency learning attendance and outcomes to the Director, People and Culture
- Contribute to the development and maintenance of HR reporting dashboards
Qualifications
- Bachelor’s degree in a relevant discipline, plus 3-5 years’ experience; equivalent education and experience also considered
- Proven experience applying adult learning principles to learning design projects
- Proven experience configuring and administering a Learning Management System
- Tech-savvy with experience using instructional design tools (Articulate Rise and Storyline; Canva; Camtasia or similar)
- Excellent verbal and written communication skills
- Self-starter with the ability to work independently and as part of a team
- Strong prioritization, organization, project management, and time management skills
- Proficient computer skills; Microsoft Suite and SCORM knowledge
- Criminal Record Check including vulnerable sector
- Additional Assets
- Strong relationship-building skills and the ability to support staff in a variety of roles
- Management or supervision experience
- Basic knowledge of HR best practices, policies and procedures
- Instructor certification in a relevant learning program (e.g., Mental Health First Aid or Mandt) is beneficial
