The organization manages large‑scale, multi‑year procurement and sourcing activities, often involving sensitive, high‑value transactions and international counterparties.The organization is entering a period of transition, requiring additional senior leadership capacity to:Stabilize and strengthen the procurement function.Increase the sophistication, consistency, and strategic value of procurement activities.Support the VP and executive team through change.Prepare the function for its next phase of maturity under permanent leadership.The Board and CEO are seeking a seasoned Interim Director, Procurement to provide both operational leadership and strategic advisory support during this transition.Mandate OverviewReporting to the Vice‑President, Strategic Contracting, the Interim Director, Procurement will act as a senior stabilizing leader and trusted advisor.This is a hands‑on interim role, focused on:Ensuring continuity across complex, high‑risk procurement activities.Challenging the current state and identifying opportunities for improvement.Elevating procurement from a transactional function to a strategic, value‑adding capability.Strengthening governance, discipline, and risk management.Advising on the future structure, scope, and leadership requirements of the function.The mandate is explicitly transitional, with success defined by readiness, clarity, and sustainability rather than long‑term execution.Key Objectives 1. Operational Leadership & ContinuityProvide steady leadership across global procurement and sourcing activities during transition.Ensure disciplined execution of ongoing, complex international procurements.Maintain momentum and confidence across high‑value, high‑profile contracts.Actively manage operational, financial, and reputational risk inherent in large‑scale procurements.2. Strategic Advisory SupportServe as a senior advisor to the VP and CEO on procurement strategy, risk, and value creation.Challenge existing procurement approaches, structures,
and assumptions constructively.Provide evidence‑based advice on how procurement can better support organizational objectives.Elevate executive understanding of procurement risk, leverage, and opportunity.3. Professionalization & Maturity of the FunctionAssess the current procurement operating model, policies, and governance frameworks.Identify opportunities to improve consistency, transparency, and decision discipline.Strengthen procurement policies, approval protocols, and escalation pathways.Improve clarity around roles, accountabilities, and decision rights.4. Governance, Risk & Control EnhancementReinforce robust procurement governance aligned to regulatory and public‑interest requirements.Strengthen risk identification, mitigation, and reporting practices.Improve visibility of procurement performance and risk for senior leadership and the Board.Ensure procurement activities consistently protect public funds and organizational reputation.5. Team Leadership & Capability StabilizationLead, support, and mentor the procurement leadership team through transition.Stabilize team dynamics and reinforce performance expectationsStrengthen capability within manager roles and identify development or resourcing gaps.Foster confidence, professionalism, and engagement across the function.6. Forward‑Looking Advice & Transition ReadinessAdvise on the future structure, mandate, and capability requirements of the procurement function.Provide input into the ideal scope and profile of a permanent Director of Procurement.Identify which activities should remain centralized, delegated, or redesigned.Ensure solid documentation, knowledge transfer, and handover at the conclusion of the assignment.Measures of SuccessBy the end of the assignment, the organization will have:A more disciplined, professionalized procurement environmentImproved confidence in procurement governance, risk management,
