JOB TITLE: Airports Service Manager
TYPE: Full-time, Permanent
REPORTS TO: Director, Airports - WASCO
CLOSING DATE: Monday, April 20, 2026
PROSPECT OVERVIEW: Reporting to the Director, Airports - WASCO, the Airports Service Manager provides the overall leadership, supervision and responsibility for the operation and maintenance of the aerodrome(s) including facilities maintenance, airfield & groundside operations, environment, emergency response, customer experience, ground transportation and security of the airport for WASCO. The incumbent is responsible for the management oversight and guidance of the employees in this area and for establishing departmental priorities in alignment with the strategic direction of the company. This role is responsible for building and maintaining relationships with relevant WASCO stakeholders and has discretionary decision‑making authority regarding matters of operational importance to WASCO. The role provides input, guidance, advice, strategic direction, fiscal and resource planning to WASCO. As part of the WASCO leadership team this individual participates in the overall management and strategic planning processes of WASCO.
Key Responsibilities
- Exercise autonomy and decision‑making authority in the conduct of WASCO airport operations, safety, regulatory compliance, and service delivery.
- Direct and manage day‑to‑day airport operations, including on‑site oversight and coordination of resources to ensure safe, compliant, and efficient service delivery.
- Lead operational planning, forecasting, and coordination across geographically dispersed locations, including regulatory engagement, documentation, and follow‑up.
- Oversee development and implementation of corporate and departmental business strategies and initiatives to improve operational performance, efficiency, and customer satisfaction.
- Establish service level deliverables and performance indicators; monitor results and drive continuous improvement.
- Provide leadership and guidance to staff, consultants, and partners on operational performance, safety programs, and compliance requirements.
- Recruit, develop, coach, and manage employees in partnership with Human Resources, including scheduling, staffing optimization, performance expectations, evaluations, and recognition, in accordance with the Collective Bargaining Agreement where applicable.
- Develop and manage departmental budgets and financial performance, including monthly monitoring and cost control.
- Ensure compliance with Canadian Aviation Regulations (CARs), Transport Canada standards,
and industry best practices; identify, assess, report, and correct compliance issues.
- Liaise with regulatory agencies and coordinate required interactions and reporting.
- Build and maintain strong relationships with clients, tenants, stakeholders, and industry partners; represent WASCO at industry events and conferences and deliver regular and ad hoc briefings.
- Negotiate and administer licenses and contracts.
- Oversee airfield and operational equipment lifecycle planning and management, including familiarity with Airport Capital Assistance Program (ACAP) funding opportunities.
- Act as subject matter expert in airport operations and related activities.
Skills and Qualifications
- University degree and/or college diploma in aviation management and/or equivalent years of experience.
- Comprehensive knowledge of all aspects of airport operations, airport security and emergency planning.
- Comprehensive knowledge of all aspects of relevant Federal, Provincial, and Municipal government legislation, regulation and policy.
- Ability to obtain Government of Canada security clearance to the appropriate levels required by Transport Canada – at minimum RAIC.
- Previous leadership or management experience, preferably within an aviation or regulatory environment.
- Proven ability to lead, motivate, and inspire large teams, fostering a collaborative environment that values diverse perspectives.
- Demonstrated success in planning, organizing, negotiating, and resolving conflict effectively.
- Ability to anticipate future business needs and develop strategic initiatives that align with organizational goals.
- Track record of proactively identifying and implementing innovative improvements.
- Excellent written and verbal communication skills with the ability to adapt messaging across various audiences.
- Strong interpersonal skills with the ability to build relationships and influence others.
- Resourceful and capable of managing multiple priorities in a fast‑paced environment.
- Strong decision‑making and problem‑solving skills.
- Flexible and open to taking on new or evolving responsibilities.
- Professional designation in aviation or risk management (asset).
- Experience in policy development and process management (asset).
- Demonstrated experience applying methodologies such as LEAN or Six Sigma to drive operational improvements (asset).
Working Conditions
- Based at the WASCO corporate offices at Winnipeg Richardson International Airport.
- Occasional travel to airport sites and client offices (approximately 6–12 times per year).
Physical Environment: The role is performed in an office environment; however, it requires periodic presence in airport terminals, airport facilities, and airfield environments to support operational oversight, inspections, stakeholder coordination and incident response. While on site, the role may involve exposure to aircraft noise, dust, fumes and variable weather conditions, including heat, cold, wind, rain or snow. Site visits may also involve access to restricted operational areas and interacting with equipment or infrastructure within the airport environment. Time spent in these environments is intermittent and situational, but necessary.
Physical Demands: This role is primarily office‑based and involves sedentary work such as computer use, document review, virtual meetings, and other communication activities, with the ability to alternate between sitting, standing and walking as needed. Frequent computer use, documentation review and communication tasks involve sustained keyboarding and fine motor skills. Physical effort is generally light and limited to routine office tasks. Periodic travel to airport locations (approximately 6–12 times per year) will require regular movement between airport office, terminal and airside operational environments, including periods of walking and standing. While onsite, the position involves occasional use of awkward positions such as bending, crouching, kneeling, along with light lifting associated with site inspection.
