Position Summary

Since 1883, Toronto Public Health (TPH) has been protecting and promoting the health and well-being of all residents across the City of Toronto. With this goal in mind, the TPH Division works to prevent the spread of disease, promote healthy living, and advocate for conditions that improve health for our diverse and growing population of 2.9 million. Reporting to the Board of Health, TPH also monitors the health status of Torontonians to better respond to ongoing and emerging health needs and develops and implements public policy and practices that enhance the health of individuals, communities, and the entire city.

Reporting to the Senior Systems Integrator, Portfolio Management Services, Information Technology, Toronto Public Health, the Business Systems Analyst provides senior‑level business analysis expertise for reliable, effective, and efficient services in the planning, design, development, implementation, administration, and operations of information technology (IT) systems and applications. The analyst has a strong mix of business and technical skills and is highly adaptable to a changing technology environment.

Major Responsibilities

- Implements detailed plans and recommends policies/procedures regarding program‑specific requirements.
- Supervises, motivates, and trains assigned staff, ensuring effective teamwork, high standards of work quality, organizational performance, continuous learning, and encourages innovation in others.
- Supervises the day‑to‑day operation of all assigned staff including scheduling, assigning, and reviewing work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances, and recommends disciplinary action when necessary.
- Provides input into and administers assigned budget, ensuring expenditures are controlled and maintained within approved budget limitations.
- Deals with confidential information affecting the division and its resources. Prepares and presents reports to management supporting recommendations on changes/improvements in business processes, training, and service standards that impact appropriate staff levels and resource allocation.
- Participates in wide-ranging assignments related to IT systems and infrastructure within a broad field of IT systems architecture, infrastructure design, and implementation.
- Acts as first point of contact, providing IT business support, consultation, and coordination to all divisional units.
- Documents and analyzes business processes, system requirements, screens and report layouts, input costs and output levels, and conducts data flow analysis and business process modeling. Participates in request intake, initial assessment, requirements collection, feasibility study, business analysis, preliminary and detailed solution design, implementation, quality assurance, and evaluation of capital work and operational changes and projects.
- Conducts business and technical analysis to assess the information gathered and evaluates existing as well as proposed system modifications, including written and oral assessments of performance, cost‑benefit analysis, legislated requirements, maintenance, and optimization; and recommends changes accordingly.




- Conducts studies on the feasibility of integrating technology and related processes to deliver a range of support services to a specific client or geographic location.
- Provides specialized design services, technical advice, and expertise to support divisional units. Develops and presents effective concepts, designs, templates, and reports to management, supporting recommendations on changes in technology solutions, business methods, and business processes, including appropriate staff levels and resource allocation.
- Develops or contributes to technology solution and project artifacts, including product visions, use cases, use case models, data models, business plans, project plans, work breakdowns, and supplementary specifications including screen mock‑ups, report mock‑ups, and business rules. Develops various purchasing‑related artifacts including business cases, project charters, project plans, Request for Proposal (RFP), and Request for Quotation (RFQ) documents.
- Coordinates related work between various stakeholders and Technology Services division support staff related to investigations, modifications, and improvements of IT systems for the division.
- Works with City of Toronto staff, consultants, and contractors during development and implementation stages to ensure quality delivery, control, and compliance with the division's strategic goals and guidelines.
- Liaises with staff in development of, and prepares test strategies, test cases, test scripts, and test data for system, performance, usability, and acceptance testing of system solutions developed. Assists various stakeholders with project‑management related tasks and portfolios from inception to completion.
- Analyzes work performance of internal and external service providers with respect to quality, timeline, cost, and completion of required tasks.
- Ensures quality assurance procedures and quality control measures are adhered to in the management of IT design and implementation activities.
- Ensures that the divisional performance objectives comply with the established divisional goals of automation and legislative compliance.
- Oversees work teams associated with projects.
- Liaises and coordinates with divisional and corporate support sections and tracks procedures and policy compliance associated with project deliverables.

Key Qualifications

Post‑Secondary Education in Computer Science, Computer Engineering, Business, Public Administration, or a related discipline, or the approved equivalent combination of education and experience.

- Extensive experience facilitating sessions and workshops to identify current and optimal state processes; producing process models and use cases; and documenting user, business, technical, transformational requirements, and system specifications using a variety of tools and methodologies, including Visio and BPMN 2.0,



business requirements and quality assurance tools (e.g., HP Quality Center, HP Testing Suites, Jira), and Microsoft Office applications (e.g., M365, SharePoint, PowerPoint, Excel, Word, and Project). This includes developing comprehensive business cases that analyze problems, assess solution options, evaluate impacts, and provide evidence‑based recommendations to support informed decision‑making.
- Extensive experience developing test strategies, test cases and test scripts for system, performance, usability, data migration, and user acceptance testing, and executing and documenting test results of technology solutions and business processes.
- Considerable experience and knowledge in implementing enterprise solutions across diverse industries to support organizational and legislative requirements. This includes experience working with a broad range of technology platforms such as enterprise resource planning software, cloud‑based solutions, and other enterprise information systems that support electronic medical record systems, clinical, operational, financial, and administrative functions.
- Considerable experience translating complex business requirements into logical data groupings to support the development of robust data models and to facilitate accurate data mapping for system integration and data migration initiatives.
- Experience with implementation and supporting business process reviews and re‑engineering initiatives, and the application of the principles and practices of IT architecture, infrastructure, system design, business and system analysis, virtualization, system development lifecycle, database design, and data warehousing and modeling principles.
- Expert‑level analytical skills in the areas of customer service delivery, information management, and user interface design, combined with a solid working knowledge of relevant legislation, privacy and cybersecurity standards, and municipal programs and services.
- Ability to prioritize multiple projects and assignments, manage competing priorities, collaborate effectively within cross‑functional teams, establish clear direction, develop terms of reference and work processes, and provide leadership and guidance to project teams.
- Strong interpersonal skills with the ability to establish effective working relationships with all internal and external stakeholders, employees, client departments, outside agencies or other levels of government.
- Ability to interact and communicate effectively both verbally and in writing at all organizational levels and utilize well‑established communication skills when facilitating presentations, negotiating issues with clients, and presenting material to senior management.
- Certified designation of Business Analysis Professional (CBAP) and/or Project Management Professional (PMP), PMI Professional in Business Analysis (PMI‑PBA) from International Institute of Business Analysis (IIBA) or the Project Management Institute (PMI), is an asset.
