Enterprise Data & Governance Manager
The Opportunity in Short
We are excited to be adding an Enterprise Data & Governance Manager to the Portage Mutual team. Reporting to the Chief Technology Officer, this role is accountable for establishing and leading the organization’s enterprise data capability, ensuring that data is managed as a trusted, secure, and well‑governed enterprise asset
This role owns the enterprise data strategy, governance frameworks, and data standards required to support regulatory compliance, operational effectiveness, and data‑driven decision‑making. It provides enterprise‑level leadership and oversight for data governance, data quality, metadata, lineage, and architectural alignment across major business systems, including core insurance platforms.
The Enterprise Data & Governance Manager works closely with Actuarial, Finance, Application Delivery, Managed Services, Infrastructure, Cloud & Security, and business leaders to advance the company’s data practices and ensure alignment with long‑term architectural direction
Position Title: Enterprise Data & Governance Manager
Reports To: Chief Technology Officer
Location: Winnipeg, Manitoba — hybrid or remote
Major Responsibilities
Enterprise Data Strategy & Leadership
- Develop and maintain the enterprise data strategy and multi‑year roadmap aligned to corporate priorities and modernization initiatives.
- Define the target‑state enterprise data architecture, ensuring the evolution toward a modern enterprise data platform and reporting layer.
Data Governance, Quality & Compliance
- Establish and oversee data governance frameworks, including data ownership, classification, quality, retention, and usage standards.
- Ensure compliance with regulatory expectations (e.g., OSFI), privacy requirements, and internal policies.
Architecture Oversight & Design Assurance
- Provide enterprise oversight for data architecture, integration patterns, and reporting solutions.
- Review and approve data‑related design decisions across projects to ensure consistency with enterprise standards.
Delivery Enablement & Execution Support
- Partner with delivery teams to define enterprise data requirements for initiatives with significant data components.
- Provide oversight and advisory support on data defects, risks, and quality issues while maintaining a focus on governance and standards.
Enterprise Reporting & Analytics Enablement
- Define data standards and models that support trusted enterprise reporting and dashboarding capabilities.
- Partner with business units to reduce reporting duplication and support transitions toward self‑service analytics.
What You Will Bring
Experience And Skills
- 8–12 years of progressive experience in enterprise data management, data architecture, analytics, or business intelligence.
- 5+ years of leadership or enterprise‑level accountability for data governance, data standards, or cross‑functional data initiatives.
- Proven experience advancing data governance,
data quality, metadata, lineage, privacy, or compliance practices.
- Strong understanding of enterprise data architecture, data modeling, and integration patterns.
- Experience with ETL/ELT, cloud data platforms (Azure, AWS, or GCP), and modern data pipelines.
- Strong SQL skills and experience reviewing/validating data transformations.
- Ability to influence senior leaders, drive adoption of enterprise standards, and lead enterprise‑level change efforts.
Education
- Bachelor’s degree in Computer Science, Information Systems, Data Science, Engineering, Business, or related field—or equivalent experience.
- Certifications in data governance, cloud platforms, analytics, or enterprise architecture considered an asset.
The targeted pay range for this position in the following location is / locations are:
Canada – Manitoba: $94,400-125,000 CAD / Annual
Our pay ranges reflect the minimum and maximum target for new hire pay for the full-time position determined by role and level. The pay range shown is based on our compensation structure in place at the time of posting and may be updated periodically based on business needs. Individual pay is based on additional factors including job-related skills, experience, and relevant education and/or training.
