Operational Non‑Financial Risk Management Program Analyst – 12‑Month Contract

This role is part of the Operational Non‑Financial Risk Management Program Team and focuses on risk metrics (KRIs and Risk Appetite), loss events, and issue management. The analyst provides oversight, monitoring, and reporting on operational risks for a designated portfolio, develops and monitors the operational management framework, and works with stakeholders to implement methodology, metrics, and program standards.

Responsibilities

- Act as a trusted advisor to assigned business/group.
- Guide and assist in the identification and classification of issues; recommend action plans.
- Influence and negotiate to achieve business objectives.
- Recommend and implement solutions based on analysis of issues and business implications.
- Assist in the development of strategic plans.
- Identify emerging issues and trends to inform decision‑making.
- Research existing or emerging requirements and best practices to develop recommendations for changes or enhancements.
- Assist with interpretation of new or changing regulations and assess impacts to governance frameworks.
- Help determine business priorities and sequencing for execution of strategy.
- Conduct independent analysis and assessment to resolve strategic issues.
- Lead the development and maintenance of governance systems and frameworks.
- Support development and execution of strategic initiatives in collaboration with internal and external stakeholders.
- Represent the model validation program/portfolio for internal/external regulatory audits and examinations.
- Ensure alignment between stakeholders.
- Coordinate the management of databases; ensure alignment and integration of data in adherence to data governance standards.
- Build change‑management plans of varying scope and type; lead or participate in activities including readiness assessments, planning, stakeholder management, execution, evaluation and sustainment of initiatives.




- Lead or participate in defining the communication plan designed to positively influence or change behaviour; develop tailored messaging and identify appropriate distribution channels.
- Lead and integrate monitoring, measurement, and reporting on the status of the operational risk governance programme to internal and external stakeholders.
- Lead the management of governance meetings and maintain governing body mandates, oversight and approval guidelines.
- May provide specialized support for other regulatory requirements.
- Provide input into the planning and implementation of ongoing operational programmes in support of the operational risk framework.
- Lead/participate in the design, implementation and management of core business/group processes.
- Administer and maintain operational risk program activities in adherence to all policies, procedures and established processes.
- Identify potential risk situations and impacts, and make recommendations or escalations to the manager, as per guidelines.
- Develop and maintain in‑depth knowledge of business and related risk‑management requirements and legislative/regulatory directives and guidance.
- Build effective relationships with internal and external stakeholders, providing second‑line defence operational risk management support.
- Analyze data and information to provide insights and recommendations; identify risk impacts for current processes and workflows related to initiatives.
- Monitor and track performance; address any issues.
- Coordinate and monitor the review and sign‑off of attestations and reporting.
- Maintain tools and templates for operational risk programmes (e.g., RCSA, SOX, regulatory compliance) as required.
- Focus is primarily on business/group within BMO; may have broader, enterprise‑wide focus.




- Provide specialized consulting, analytical and technical support.
- Exercise judgment to identify, diagnose and solve problems within given rules.
- Work independently and regularly handle non‑routine situations.
- Broader work or accountabilities may be assigned as needed.

Qualifications

- Typically between 5–7 years of relevant experience and a post‑secondary degree in a related field, or an equivalent combination of education and experience.
- In‑depth knowledge of operational risk management practices.
- In‑depth knowledge of the designated business or product portfolio.
- In‑depth knowledge of regulatory requirements.
- In‑depth knowledge of quantitative techniques and economic capital methodologies.
- In‑depth knowledge and experience with risk policy frameworks and quality control/testing frameworks.
- Deep knowledge and technical proficiency gained through extensive education and business experience.
- Verbal and written communication skills – in‑depth.

- Analytical and problem‑solving skills – in‑depth.
- Influence skills – in‑depth.
- Data‑driven decision‑making – in‑depth.

Compensation

Salary range: $75,900.00 – $141,900.00, paid as a salaried position.

Compensation includes a base salary; additional incentives may apply including performance‑based incentives and discretionary bonuses. Salaries vary by location, skills, experience, education and qualification.
