Position Overview

Reporting to the Manager of Water Services or the Manager of Wastewater and Stormwater Services, the Construction Inspection Coordinator is responsible for the preparation and management of construction contracts for the Water, Wastewater, and Stormwater Divisions related to the operation, maintenance, upgrade, construction, and/or rehabilitation of linear and vertical water, wastewater and stormwater infrastructure (i.e. pumping stations, lift stations, forcemains, gravity mains, stormwater management ponds and retention systems, water facilities, transmission mains, distribution mains, servicing piping, customer metering, pumping, and other related water distribution, wastewater collection and stormwater management infrastructure). The Construction Inspection Coordinator provides overall constructability expertise, maintains management oversight, and ensures quality assurance/quality control of compliance with project plans, contract specifications, and all applicable federal, provincial, environmental, and health and safety legislation, regulations, codes, standards, and amendments.

Please note these positions require the successful candidates to work on‑site 5 days a week at the Joint Operations Centre (2800 Rutherford Road).

Responsibilities

- Plan, prepare, and manage water, wastewater, and stormwater construction contracts from environmental assessment and design through construction and close‑out, ensuring constructability, scope control, and management oversight.
- Provide technical leadership by reviewing consultant reports, designs,



and contract documents; evaluating engineering consultant proposals; and preparing and securing regulatory permits and approvals.
- Administer construction projects by coordinating contractors, consultants, utilities, municipalities, agencies, and the public; attending site meetings; identifying risks; resolving issues; and fully documenting project activities.
- Act as the City’s on‑site representative by managing construction claims, mitigating complaints, responding to public inquiries, and ensuring timely resolution of construction‑related concerns.
- Ensure quality assurance and regulatory compliance through field inspections, testing, alignment and grade verification, and adherence to contract specifications and applicable legislation and standards.
- Oversee construction health and safety by ensuring compliance with the Occupational Health and Safety Act, supervising safety performance, and ensuring traffic control conforms to Ontario Traffic Manual Book 7.
- Manage financial stewardship of construction contracts, including progress payments, change negotiations, recordkeeping, final inspections, warranty reviews, securities releases, and preparation of as‑constructed records.
- Support capital and operating budget planning by identifying infrastructure needs, service improvements, and process efficiencies.
- Identify and implement opportunities for continuous improvement by maintaining industry partnerships, advancing policies and best practices, staying current with regulatory and technical developments, and liaising across departments and stakeholders.

Qualifications and Experience

- Post‑secondary diploma in Civil Engineering Technology or a related field. Certification (preferred) or pursuing certification with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technologist (CET) or be registered in an approved equivalent professional association.
- OR
- Successful completion of a University Degree in Civil Engineering, or related discipline, from an accredited university and registered as a Professional Engineer (preferred) or pursuing licensure as a Professional Engineer with Professional Engineers Ontario.
- A minimum of 5 years of directly related experience in the management of construction contracts associated with municipal water, wastewater, and stormwater systems.




- Thorough working knowledge of the maintenance and operational processes associated with municipal drinking water systems, wastewater collection systems, and stormwater management systems.
- Comprehensive knowledge of provincial legislation and policy that affects the water, wastewater, and stormwater systems including, but not limited to, the Safe Drinking Water Act, Ontario Water Resources Act, Environmental Protection Act, Nutrient Management Act, Occupational Health and Safety Act, Ontario Traffic Manual, Highway Traffic Act, and all other applicable legislation, regulations, codes, and standards including regulations enforced by the Technical Standards and Safety Authority (TSSA) and Electrical Safety Authority (ESA).
- Knowledge of enterprise resource planning software (JD Edwards) and customer relationship management systems.
- Proven ability to work with data and develop construction programs which are flexible and goal‑oriented.
- Proven ability to oversee the planning, design and supervision of construction and maintenance projects.
- Proven abilities in customer service, teamwork, initiative, accountability, and flexibility/adaptability.
- Solid and effective report writing and project management skills, with the ability to achieve program objectives successfully while working within tight deadlines and approved budgets.
- Ability to conduct oneself with tact and diplomacy.
- Excellent interpersonal skills coupled with highly developed communication skills (oral and written) and conflict resolution skills.
- Proficient computer skills in Microsoft Office (Word, Excel, PowerPoint and Outlook).
- “Competent” under the Occupational Health and Safety Act.
- Knowledge of and demonstrated ability in the City’s core competencies and relevant functional competencies.
- Flexible and available to work irregular hours including nights, weekends and holidays as required.

Preferred Qualifications

- Successful completion of a University Degree in Civil Engineering, Environmental Science or related discipline.
- Registered as a Professional Engineer (P. Eng.) with Professional Engineers Ontario.
- A minimum of 7 years of directly related experience in the management of construction contracts and the provision of constructability expertise associated with municipal water, wastewater, and stormwater systems.
